ABOUT THE COMPANY:

The International Civil Aviation Organization (ICAO) is a UN specialized agency, established by States in 1944 to manage the administration and governance of the Convention on International Civil Aviation (Chicago Convention). ICAO works with the Convention’s 191 Member States and industry groups to reach consensus on international civil aviation Standards and Recommended Practices (SARPs) and policies in support of a safe, efficient, secure, economically sustainable and environmentally responsible civil aviation sector. These SARPs and policies are used by ICAO Member States to ensure that their local civil aviation operations and regulations conform to global norms, which in turn permits more than 100,000 daily flights in aviation’s global network to operate safely and reliably in every region of the world. In addition to its core work resolving consensus-driven international SARPs and policies among its Member States and industry, and among many other priorities and programmes, ICAO also coordinates assistance and capacity building for States in support of numerous aviation development objectives; produces global plans to coordinate multilateral strategic progress for safety and air navigation; monitors and reports on numerous air transport sector performance metrics; and audits States’ civil aviation oversight capabilities in the areas of safety and security.

JOB SUMMARY

 

Org. Setting and Reporting
The Office of Environment in the International Civil Aviation Organization (ICAO) is responsible for advancing efforts to define and promote policies and Standards for environmentally sustainable aviation, managing a portfolio that includes aircraft noise, local air quality, global climate change, clean energy and sustainable aviation fuels, adaptation, circular economy, and a global market-based measure for international aviation. The Office of Environment also leads the Organization’s efforts on green innovation for mitigation and adaptation. This position is situated in the Environmental Standards Section (ES) within the Air Transport Bureau (ATB), Environment Branch (ENV) in ICAO. ES is responsible for the development of Standards and Recommended Practices (SARPs), conducting quantitative studies and assessment of environmental benefits, and providing guidance on aircraft noise, aircraft engine emissions (local air quality), and aeroplane CO2 emissions. The Section maintains all volumes of Annex 16 – Environmental Protection and databases on aircraft noise, aircraft engine emissions, and aeroplane CO2 emissions, and provides support to the Assembly, the Council, the Air Navigation Commission (ANC), the Climate and Environment Committee (CEC) and the Committee on Aviation Environmental Protection (CAEP). The Environment Technical Officer (Environmental Tools) reports directly to the Chief, Environmental Standards (C/ES) and will serve as a technical expert in the field of environmental tools and technologies. In this capacity, the incumbent will provide support to CAEP, in the maintenance of environmental analyses, and tools, and their review and development, and providing support to other CAEP working groups, as required. The incumbent will be fully responsible for the work on Environmental tools as well as the quality of service delivered by all staff members working on the initiatives associated with tools.
Responsibilities
Function 1 (incl. Expected results) Manages ICAO initiatives to promote the latest emissions reductions measures on technology, operations and fuels to reduce aviation emissions, achieving results such as: • Compile data on emissions reductions measures on technology, operations and fuels. • Update the ICAO ACT-SAF and ACT-LTAG platforms on implementation support initiatives and the ICAO tracker tools for CO2 emissions reduction measures and initiatives. • Develop new functionalities for the ICAO tracker tools. • Provide vision for future development of trackers tool to respond to ICAO Assembly Resolution on environment. Function 2 (incl. Expected results) Manages the information continued within the ICAO State Action Plan initiative to reduce aviation CO2 emissions, achieving results such as: • Compile data on emissions from the State Action Plans information, and update of data platforms for State Action Plans information. • Develop tools to assist States in the submission of their State Action Plan. • Develop interactive tools to access and summarize State Action Plans information. • Update the Action Plan Emissions Reductions (APER) website with selected mitigations measures. • Assist in the Verification of State Action Plans submitted by ICAO Member States (baseline information, selected mitigation measures, and expected results). Function 3 (incl. Expected results) Leads the development and update of other ICAO Environment tools and databases, achieving results such as: • Update the ICAO Carbon Emissions Calculator, ICAO Green Meetings Calculator, ICAO Fuel Saving Estimation Tool (IFSET), the Environmental Benefit Tool (EBT), and the Marginal Abatement Cost Curve tool. • Maintain the underlying methodology for the ICAO Carbon Calculator, including the ICAO Cargo Carbon Calculator. • Maintain Application Programme Interface (API), web and mobile interfaces for the ICAO Carbon Emissions Calculator application. • Develop and improve the interfaces for ICAO tools based on users’ queries, and data review. • Support the work of related working groups from CAEP, such as the CAEP Aviation Carbon Calculator Support group (ACCS), the CAEP Modelling and Databases subgroup (MDG), and the CAEP Forecast and Economic Analysis Support Group (FESG). • Develop and implement outreach strategies for CAEP results related to modelling and databases. • Coordinate with other ICAO Sections as required to implement specific tools and databases. • Maintain the information provided on the ICAO Environment website, in coordination with other Environmental officers. Function 4 (incl. Expected results) Performs other related duties, as assigned.

Education
Essential: • An advanced-level university degree (Master’s degree or academic equivalent) in information technology, computer science, engineering, environment, or a related field, is required. A first-level university degree in combination with two (2) additional years of qualifying experience in information technology, computer science, engineering, environment, or a related field, maybe be accepted in lieu of the advanced university degree.

Work Experience
Essential: • A minimum of seven (7) years of experience in developing databases, software, websites and dashboards using various platforms, is required. • Solid experience on the development and update of tools associated with the calculation of carbon emissions, aviation performance assessment, fuel savings, environmental benefits, and assessments methods, is required. • Solid understanding of aviation and environmental work, including capacity-building and assistance projects (such as ICAO ACT-SAF), and CORSIA, is required. Desirable: • Experience with analysis of international policy related to aviation and/or environment, is desirable. • Experience of managing data and monitoring and reporting CO2 emissions reductions, is desirable. • Experience in supporting the organization of international meetings, is desirable. • Experience interacting with aviation officials, is desirable.
Languages
Essential: • Fluent reading, writing and speaking abilities in English. Desirable: • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).
