FAO Afghanistan is investing across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2024-2026, FAO will continue to implement emergency and longer-term, resilience-building projects and programmes in the context of the UN Strategic Framework for Afghanistan (UNSFA) and the Humanitarian Needs and Response Plan.

Emergency Project Operation Specialist will provide support to emergency projects delivery and financial monitoring reports prepared on time. And will provide financial and operational information to other teams.

Tasks and responsibilities 

The incumbent will be responsible for the following tasks:

•    Provide operational support to the implementation of emergency projects and programmes, with special focus on budgetary management and expenditures monitoring;
•    Handle day-to-day operational aspects of emergency response projects and programmes in accordance with the project management cycle from initiation phase to operational and financial closure;
•    Assist the Budget Holder in the overall management of the emergency and resilience portfolio, including budget allocations, budget revisions, etc…;
•    Liaise between programme and procurement units to ensure timely delivery of assistance to beneficiaries, following project workplans, budget availability and in accordance with relevant manual sections;
•    Prepare periodic internal financial and planning reports and contribute to financial reports improvement
•    Coordinate the production and clearance of supporting documents (concept notes, project documents, financial and narrative reports, visibility materials…).
•    Support capacity development of operations unit at the country-level, including by attending appropriate meetings and trainings at sub-regional and HQ level; contribute to service definitions and internal process improvements.
•    Review and support the input of PST operations assistants and other team members as assigned.
•    Ensure assigned PST tasks are implemented regularly and timely as per agree
•    Ensure projects balances to be planned and utilized through analysis and consultation with the PST and operations team, and programme team when required immediately after the project NTE and present the balance utilization plan to head of PST. d schedule and with optimal quality of the output (without errors, and in line with donor/PCG requirements)
•    Ensure disbursement plan is shared with finance on monthly basis by obtaining relevant inputs from implementing teams and support teams (forecast on cash delivery) and by consolidating input received.
•    Ensure Travel budget report is done monthly, and that travel budget management, projection, planning, allocation, and monitoring is done correctly and against the available budgets

Minimum Requirements

•    University degree in political sciences, business administration, agricultural economics, development economics, rural sociology, food security, nutrition, or related fields
•    At least 3 years of professional experience in technical cooperation’s related activities, policy advice and analysis relating in planning, implementation, and administration of agricultural development programmes, including the preparation, and budgetary management and expenditures monitoring.
•    Working knowledge (level C) of English;

•    Work experience in more than one location or area of work, particularly in field positions is desirable
