Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the Human Resources Services, Office of the Executive Secretary, OES/HRS.

Reporting Lines

Under the guidance and overall supervision of the Senior HR Policy and Coordination Officer, Human Resources Services (HRS), Office of the Executive Secretary (OES), to:

Duties and Responsibilities

  1. Serve as the PTS Gender Focal Point for interagency collaboration, including with Vienna-based Organizations (VBOs), UN Women, and International Gender Champions (IGC);
  2. Coordinate the CTBTO Mentoring Programme for young women in STEM, and support coordination and development of the CTBTO’s diversity and inclusion strategies, initiatives, events, and activities in collaboration with PTS personnel and other relevant contact points;
  3. Support and provide input on the CTBTO’s diversity and inclusion programmatic progress in annual and periodic reporting to the Commission and its subsidiary bodies, and assist with drafting and providing input to external reporting, including through frameworks such as UN-SWAP and the IGC;
  4. Contribute to a variety of written outputs, including drafting background papers, analytical notes, and communication materials;
  5. Liaise with the Office of the Executive Secretary to coordinate and provide support to the Executive Secretary’s activities in response to requests from the IGC Secretariat and for other diversity and inclusion initiatives, as well as for implementation of the Executive Secretary’s IGC and other diversity and inclusion commitments;
  6. In consultation with the Direct Supervisor, coordinate with the IGC Secretariat on inputs to the IGC annual survey and annual report and on the annual submission of the Executive Secretary’s IGC commitments;
  7. Maintain the CTBTO’s diversity and inclusion-related internal and external communications (e.g., intranet, corporate website) and assist in developing internal and external communications, including for social media platforms, presentations, trainings, and workshops upon request;
  8. Contribute to HRS analysis and recruitment outreach initiatives to attract a more diverse talent pool of qualified candidates and to make the CTBTO an employer of choice;
  9. Perform other duties as assigned.

Education

  • University degree (Bachelor’s degree or equivalent) in international relations, business administration, public administration, gender studies, or a related field;

Work Experience and Qualifications

  • At least two (2) years of relevant work experience in the field of international relations;
  • Experience with programme implementation related to gender equality, diversity, and inclusion issues is highly desirable;
  • Work experience in a multicultural, international environment is desirable;
  • Proficient Microsoft Office skills and the ability to use common IT applications for virtual communications and presentations.

Languages

  • Excellent written and oral communication skills in English are essential;
  • Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

Duration of contract:
This consultancy assignment is limited to a maximum period of 130 working days to be completed within one year.
