PAKISTAN: NATIONAL TECHNICAL CONSULTANT FOR SPAR6C

INTRODUCTION TO GGGI

The Carbon Pricing Unit (CPU) of GGGI is implementing several programs related to scaling up international carbon trading, now covered by Article 6 of the Paris Agreement. By opening up these markets and the resultant flow of transactions it is envisaged a robust and reliable global price for carbon can be established, something many governments and private sector actors have long called for as a way to motivate the transformational change needed to achieve the ambitious goals of Paris. GGGI’s Article 6 programs provide technical assistance and capacity building to government counterparts to improve their readiness for Article 6 engagement. These programs support the design of projects and policies for pilot transactions and strengthening of institutional frameworks required for their implementation.

Supporting Preparedness for Article 6 Cooperation (SPAR6C) Program is a 5-year program funded by the German Federal Ministry for Economic Affairs and Climate Action through the International Climate Initiative (IKI). The program provides technical support to Colombia, Pakistan, Thailand, Zambia to kick-start the implementation of Article 6 activities. The overall objective is to facilitate readiness of countries to participate in cooperative approaches under Article 6 of the Paris Agreement by engaging the private sector and working closely with governments. This program will enable the development of the international carbon market created by Article 6, leading to cost-efficient, flexible, and high integrity carbon markets with positive, transformational sustainability impacts. The Program is structured into six work packages, of which four providing dedicated support to target countries – Colombia, Pakistan, Thailand and Zambia. Implementation in each country will focus on three areas of work: 1) Medium and Long-term emissions planning, 2) Governance frameworks and readiness to transact, and 3) Design of pilot mitigation activities. The remaining two work packages are the global ones that are centrally managed, designed to develop best practice tools and approaches to implement cooperative mechanisms, underpinned by a Community of Practice for Article 6 Implementing Countries (CoP-ASIC) which is a international knowledge exchange and mutual learning platform.

The program is implemented through a consortium consisting of Global Green Growth Institute (GGGI) as a lead and a respective implementing partner of each work package – UNEP Copenhagen Climate Center(UNEP-CCC), GFA Consulting Group GmbH (GFA), Kommunalkredit Public Consulting (KPC), or Carbon Limits AS. All work conducted in Pakistan is led by UNEP-CCC, with GFA as the supporting partner in delivering the support.

OBJECTIVES OF THE ASSIGNMENT

Pakistan’s Ministry of Climate Change and Environmental Coordination (MoCC&EC) is the official counterpart in the country. In addition to MoCC&EC, the program is being closely implemented in the provinces with the provincial P&Ds and government agencies.

SPAR6C is seeking an individual consultant for the role of Pakistan national Article 6 and Carbon Markets Expert and National Technical Consultant. The National Technical Consultant will serve as main contact for all SPAR6C activities in Pakistan and shall provide secretarial and administrative support in general project management and implementation mainly to UNEP-CCC, GFA, and national partners but also to GGGI (project lead).

In addition, the National Technical Consultant shall support the MoCC&EC in coordination of projects activities with national stakeholders, especially with federal and provincial governmental institutions and private sector partners involved in Art. 6 program/project activities in Pakistan; he/she shall also participate in delivering the technical support under SPAR6C.

SCOPE OF WORK

The Consultant shall work under the guidance of the SPAR6C project’s focal point(s) at the MoCC&EC and under the guidance of UNEP-CCC, and shall report directly to UNEP-CCC. The Consultant shall have the following duties and responsibilities:

a) Support the SPAR6C project international partners in the detailed activity planning and implementation in Pakistan;

b) Serve as the liaison for the SPAR6C project with the MoCC&EC, other relevant government agencies, and public institutions in Pakistan;

c) Provide organization and coordination support for internal and external meetings with partners, agencies (government, private, development partners, etc.) and organize and manage training workshops, prepare documents, agendas and materials related to meetings and workshops and support the team in preparing minutes of meetings;

d) Provide administrative and logistical support to UNEP-CCC, GFA, and GGGI comprising inter alia:

    • travel arrangement of official missions, including visa requests, travel requests/authorizations,
    • goods and service procurements in close collaboration with UNEP-CCC and GGGI;

e) Support the MoCC&EC and the UNEP-CCC in project implementation including day-to-day project management, project monitoring and evaluation, facilitation of communication, maintenance of an effective filing system to manage all hard and electronic files, reference materials and confidential records as required;

f) Establish and conduct regular communication with key agencies, public institutions and the private sector on activities of the SPAR6C project;

g) Contribute to the preparation of capacity-building activities on Article 6 under the SPAR6C project in Pakistan;

h) Participate in the development of technical studies related to sectoral GHG emissions, sectoral abatement options and costs, as well as national climate policies such as e.g. the Long term low emission development strategy and/or an NDC update (travel expenses will be covered by the SPAR6C project separately and the Consultant should follow the GGGI rules and procedures on travel).

The Consultant shall serve as a core part of the SPAR6C team in Pakistan, support the advancement of key milestones in the project, attend the (virtual) weekly Pakistan update meetings and respond in a timely manner to inquiries and requests from SPAR6C project regarding the activities in Pakistan.

DELIVERABLES AND PAYMENT SCHEDULE

The Consultant is required to submit the following:

  • Monthly Work Summary Report: seven days after a month ends, the Consultant shall report on the activities carried out in support of SPAR6C, the results/outcomes of such activities, and the number of workdays spent on each activity in the previous month in a Work Summary Report (template will be provided). The Report shall be complemented by other specific deliverables as agreed in the Monthly Work Plan (template will be provided) as annexes and a detailed timesheet (template will be provided). Both Report and timesheet to be approved by UNEP-CCC and GGGI before invoices shall be processed. In case of any comments or modification requests from UNEP-CCC and/or GGGI on the Work Summary Report and its attachments, the Consultant is requested to address them within 5 days from the receipt of the comments or modification requests and submit the final revisions. Only after the final approval, an invoice can be sent and shall be processed.
  • All outputs and deliverables must be prepared in English. The Consultant shall consider and plan for comments and revisions on all deliverables.
  • Monthly Work Plan: seven days prior to the end of each month, the Consultant shall provide an estimate of workdays needed for services/activities in the following month and a list of deliverables resulting from these services/activities (e.g. briefing notes, presentations, reports etc.). By the end of each month, the estimate shall be discussed with and approved by the Consultant and the UNEP-CCC team.
  • Reporting to SPAR6C Project Focal Point: The Work Summary Report, incl. its annexes and timesheets, must be prepared in English and submitted via e-mail to the UNEP-CCC SPAR6C Work Package Lead for approval. Once approved, the timesheet, invoice and any related deliverables shall be sent to GGGI administrative offices for processing. The specific content and timing of submission of the monthly Work Summary Report can be amended upon discussions between the UNEP-CCC international team, GGGI and the Consultant.
  • Reporting to Government: The Consultant shall facilitate regular coordination meetings with government, through the MoCC&EC, with other government counterparts (minimum quarterly meetings) to report on progress against the assignment objectives and to ensure a strong flow of information and feedback on project activities.

Payment: the payment for services under this contract will be made on a daily-rate basis.

EXPERTISE REQUIRED

A successful candidate needs to meet the following requirements.

(1) Qualification and skills requirements:

  • (MANDATORY) A minimum of a master’s degree in engineering, economics, finance, science, environment, or another relevant field.
  • (MANDATORY) A minimum of 08 years of full-time expertise related to climate change.
  • (MANDATORY) Sound knowledge of climate change issues in Pakistan, including NDC, National GHG Inventory, and Carbon Market.
  • (MANDATORY) Experience in project management or project coordination with international organizations.
  • (MANDATORY) Established relationships with national and provincial authorities in the field of climate change and carbon markets, including MoCC&EC, and provincial P&Ds,
  • (MANDATORY) Experience in working with international environment and cooperating with the donor agencies in Pakistan to ensure the quality, timeliness, and cost-effectiveness of their deliverables.
  • (MANDATORY) Strong command of both spoken and written English.
  • Availability for limited national travel.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.).
  • Organizational skills with excellent time management and attention to detail.
  • Robust and mature interpersonal skills with a proven track record of working with international teams.
  • Ability to work efficiently under pressure and demonstrate flexibility in task execution.

(2) Profiles of preferred candidates:

  • Excellent technical skills related to carbon markets,
  • Strength in teamwork and open communication;
  • Excellent communication skills in English; command of other local languages is an advantage;
  • Demonstrated ability to work independently, identify issues, and suggest solutions;
  • Flexibility to adapt to fluctuations in workload based on the project’s needs;
  • Availability to check and respond to e-mails (or other communication channels) on daily basis, address urgent requests and deliver tasks in a timely manner;
  • Working experience with the MoCC&EC or Ministry of Planning Development & Special Initiatives (MoPD&SI) and other national/provincial government agencies working on climate change is a plus;
  • Having past experiences of working as international project manager or coordinator is a plus;
  • Past experience working with international organizations under technical assistance projects in Pakistan is a plus;
  • Fluence in main languages in Pakistan is a plus;
  • Own office equipment incl. computer hardware and software and access to a reliable internet connection and work space to carry out the roles and responsibilities.
ADMINISTRATIVE INFORMATION
  • Selection method/process: Open bidding
  • Contract Duration: 2 Years (Renewable, subject to performance during the first 6 months of probation period)
  • Expected start of the consultancy: 1 August 2024
  • Must be based in Pakistan (preferably in Islamabad)
  • Fee for this individual is determined based on the selected candidate’s experience and qualifications. n evidence indicating he or she has received the rate in the past. The candidate shall quote an all- inclusive Daily Fee for the contract period and a supporting document proving he or she has received such a daily rate in the past. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the Independent Contractor (IC) in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a timesheet indicating the days worked in the period.
