The position is located within the Country Programme Office of Guinea (POGIN) of the Regional Office for West and Central Africa (ROSEN) in Conakry, Guinea.
Under the direct supervision of the Deputy Regional Representative of ROSEN based in Dakar, Senegal, and the Senior Law Enforcement Officer based in Abidjan, Côte d’Ivoire, the UN Volunteer will undertake the following tasks:
o Provide day-to-day technical and logistical support for the implementation of relevant activities foreseen under the technical assistance project aimed at building trust between security forces and the population in the context of peaceful demonstrations according to international human rights standards, as well as those related to other UNODC initiatives in the country.
o Maintain regular contact with national partners to support programme implementation, expansion and fundraising.
o Ensure consideration of UN Human Rights Due Diligence in UNODC capacity building initiatives.
o Attend relevant meetings of the UN country team and other partners and support the implementation of action points that concern UNODC.
o As member of a team, ensure the coherence and quality of the project components in its implementation.
o Assist in the development, in consultation with the partners involved in the implementation of the project, of an Annual Work Plan (AWP), as well as detailed quarterly and monthly work plans.
o Contribute to consolidating programme activity reports as outlined in the project documents.
o Provide assistance in monitoring and controlling the disbursement of funds made available for the implementation of field programmes and activities.
o Specific duties and responsibilities related to the technical assistance project aimed at building trust between security forces and the population in the context of management of peaceful demonstrations according to international human rights standards:
• Prepare quarterly, semi-annual, and annual activity reports.
• Support the preparation of donor narrative and financial reports.
• Identify training needs, prepare, and facilitate training sessions.
• Support effective knowledge management of internal and external evidence, data and knowledge products relevant to UNODC’s work on the management of peaceful protests in accordance with international human rights standards.
• Participate in the organization of meetings, seminars, plenary sessions and workshops.
• Contribute to the development of policies and other strategic documents that will ad-dress the problems and needs of the project recipient country in collaboration with the government(s) and other strategic partners.
• Support the process of building the capacity of national governmental and non-governmental institutions in the area of managing peaceful demonstrations in accordance with international human rights standards.
• Assist in conducting legal research and analysis as needed.
o Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data -driven planning, decision-making, presentation and reporting.
o Document requirements and background information used for data analysis.
o Perform any other work-related duties, as required.
Work implies frequent interaction with the following: Staff and non-staff personnel, staff within Country Programme Office, the United Nations Resident Coordinator’s Office, counterparts at UNODC headquarters and the Regional Field Office in Dakar, counterparts in other UN agencies, specifically in UNDP.
Furthermore, UN Volunteers are required to:
o Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
o Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
o Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.
o Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
o Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
o Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Outputs:
Applies knowledge with respect to issues related to the fight against drug trafficking and transnational as well as human resource management to activities of the Country Programme Office. Adheres to applicable UN guidelines, policies and procedures while undertaking these duties, with an impact on the overall Country Programme Office efficiency in human resources management. Accurate, timely and appropriate delivery of services to ensure client satisfaction and high staff morale. Assist in enhancing the credibility of UNODC as an effective and efficient technical assistance provider in the area of fight against drug trafficking, transnational organized crime and conflict prevention.

The assignment will take place in Conakry, the capital city of Guinea a family duty station (Hard-ship classification A). Conakry is a liveable city. The spontaneous reception and hospitality of the Guineans is among the characteristic features of this West African country. The living conditions in Conakry are fine, as well as the access to health services. The yellow fever vaccine is compulsory and vaccination cards should be presented at the entrance. Vaccinations against Meningococcal Meningitis and Hepatitis A and B are also recommended. The basic drugs are available in pharmacies but it is recommended to bring specific prescription drugs.
The current population of Guinea is 14,531,581 based on projections of the latest United Nations data. The UN estimated on 1 July 2024 the population at 14,528,770. Conakry is located on UTC/ GMT. It has warm climate and sunny days throughout the year that make it a comfort-able duty station. Daytime temperatures are on average around 30°C. Rainy season is in the northern hemisphere’s summer/fall.
The currency used in Guinea is called Guinea Franc (GNF). On 18 November 2016 the exchange rate is 1 USD = 8,533 GNF. Many hotels, restaurants and businesses in Conakry accept the main international credit cards (Visa, MasterCard, American Express, etc.). It is also possible to with-draw cash from automatic telling machines found in all the major cities. The accommodation facilities are in general good, and the choice is wide. It is possible to rent unfurnished and furnished accommodations from 450 to 2000 USD. UN Volunteers can also co-rent and share private accommodations, which must comply with Minimum Operating Residential Security Standards (MORSS). Transportation in town can be easily arranged through local taxis.
To enter Conakry, a valid passport is required. A visa may also be required depending on nationality. ECOWAS (Economic Community of West African States) nationals do not require a visa. Nationals of other countries should contact the closest Guinean representation. Guinean Embassies and consulates in various West African countries and in other parts of the world is-sue visas.
The UNV Field Unit can provide assistance in booking temporary accommodation for the first nights at UN Volunteer expenses, which can be extended or not at UN Volunteer discretion until getting a permanent accommodation.
