JOB SUMMARY

 

Org. Setting and Reporting
This position is located in the Office of the High Commissioner for Human Rights (OHCHR)/Human Rights Division of MINUSCA in Bangui, Central Africa Republic (CAR). The incumbent reports to the Deputy Director of the Human Rights Division of MINUSCA or designee, and is under the functional supervision of the High Commissioner for Human Rights.
Responsibilities
Within delegated authority, the Human Rights Officer will be responsible for the following duties: • Plans and coordinates activities related to thematic and country mandates on human rights, including from a gender perspective. • Conducts substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation in assigned region or country. • Collects and analyses human rights data and indicators in country/region of assignment, including gender-specific data and indicators. • Provides support to sub-commissions, commissions and other bodies; follows-up on implementation of decisions rendered by policy-making bodies. • Ensures human rights issues, including their gender equality dimensions considerations, are integrated into political, humanitarian and economic efforts and programme. • Defines work plan for area assigned in accordance with established terms of reference. • Assists country military and police to develops and implements a training program in the field of human rights, international humanitarian law, democracy and the rule of law, with attention to gender perspectives. • Contributes to reinforcing the Missions individual protection capacity and tools and the coordination of timely and effective individual protection responses, implement protection methodologies and integrate protection safeguards in operational responses in all sectors and supports the management of protection cases. • Contributes to the development of tools and mechanisms to enhance the Mission’s protection mandate with local authorities, national and international protection actors. • Contributes to the mapping of relevant protection actors and build networks to promote awareness raising and sensitization sessions on individual protection for the benefit of local human rights defenders, protection/early warning networks, protection actors, local mechanisms, and members of the civil society. • Supervises field verification work through periodic visits; follows up on different cases and situations verified by the regional offices. • Represents UN human rights programme, the HRD at working level meetings. • Directs capacity-building efforts on human rights in region/country of assignment. • Writes a variety of reports, communications, briefings, statements, etc., including to policy-making bodies. • May provide guidance to new/junior staff. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in human Rights monitoring and investigation, political affairs, international relations, law or related area is required. A minimum of one year of experience in individual protection within the United Nations Common System (UN peacekeeping, special political missions, or UN Agencies, Funds and Programmes) or a comparable international organization or non-governmental organization is required. Experience in human rights investigations, monitoring and reporting experience is required. Experience in project management including in financial management and reporting on project implementation is desirable. Experience with European funded projects or similar is desirable. Experience in a conflict or post conflict setting is desirable.
Languages
For the position advertised, fluency in English or French, (both oral and written) is required;
