Qualifications

1. Background
The global GPW 13 Evaluation (2023) noted that despite commendable efforts by the Secretariat to improve reporting and drive towards data-based decision-making, the evaluation found that the current utility and usage of reporting primarily serve communication and advocacy objectives and marginally accountability, decision-making and learning purposes. The evaluation recommended that the effectiveness of reporting be enhanced such that the reports can be instrument for WCOs to engage with national governments as part of policy dialogue, review of service delivery and accountability to Member States.  Furthermore, the regional Output Delivery Teams (ODTs), during the “Writing Workshop” conducted by PBM in May 2024, emphasized the need to enhance capacities in results-based reporting not only of the PMOs but also of the technical teams in countries and regional office clusters. Addressing the need in this area will help the region comply with the RBM principles.
Achievement of the GPW13 results requires the partnerships among the 3 levels of the Organization.  During the Operational Planning for PB24-25, the regional ODTs have engaged in dialogues with HQ colleagues in defining the Country Support Plans (CSP) that were integrated into the respective workplans of relevant budget centres.  A rigorous monitoring mechanism is critical to provide all stakeholders with real-time information for informed decision-making.
During Programme Management Officer (PMO) meetings and discussions, the PMOs have raised the issue of comprehensive and standardized training programs that equip them with essential program management skills, methodologies, and best practices. They have also emphasized the need for real-time access to program management training programs to support continuous competency development while carrying out their functions. To address this concern more efficiently, different capacity building modalities that are cost-effective and provide scalable solution for professional development will be explored. These modalities will allow for standardized and customized content tailored to the PMO’s specific needs, ensuring the training’s relevance and applicability.
Considering the above, PBM seeks to recruit a consultant to support the region address the concerns highlighted by the GPW13 Evaluation in 2023, the regional ODTs and the PMOs.
2. Deliverables
1. Foster the practice of results-based reporting at the Regional and Country offices 
•For Semi-Annual Monitoring Reports and Mid-Term Review Reports: Provide constructive feedback to Budget Centres through ODTs
•For impact stories:  Provide feedback to ensure alignment with Result-Based Reporting (RBR) principles
•Writing Workshops on results-based reporting and report utilization: Organise and facilitate for at least 40 Budget Centres as well as e-publish these reports
•Disseminate a compilation of impact stories and those generated during workshops
•Document how budget centres have utilized the reports for accountability, decision-making and learning purposes
2. Develop and put in place a monitoring and feedback mechanism for Country Support Plans partnership.
•Implement a comprehensive tracking system to monitor the achievement of the Country Support Plans
•Share quarterly progress reports on the implementation progress of the Country Support Plans for the PB 2024-25
•Organise quarterly dialogues between the WCOs and the regional and every six months with HQ to ensure that the Country Support Plans remain relevant and adapted to the changing needs and priorities of the countries
•Document and share best practices and lessons learned of how the CSP mechanism has improved the implementation and contributed to WCO results
3. Develop and roll out capacity building modalities to support the PMOs in programme management 
•Identify capacity building modalities adaptable to Budget Centre needs in programme management
•Pre-test the developed modalities to gather feedback and make necessary improvements
•Roll out the modalities in Budget Centers using result-based reporting or Country Support Planning
3. Qualifications, experience, skills and languages
Educational Qualifications
– Master’s degree in program management, public health, business and public administration, social sciences, or related field.
Experience
-At least 5-year experience in project management involving coordination meetings with ODTs, budget and reports analysis, budget monitoring and utilization
-A minimum of one year of experience with WHO’s Results-Based Reporting and Country Support Planning, particularly within the African Region.
-Proven experience in planning and consolidation of reports
Skills/Knowledge
-Ability to manage complex and diverse stakeholders
-Skilled negotiator
-Writing and analytical skills
Languages and level required
-Advanced level in English, both written and spoken.

Currency: USD $8,000 fixed monthly salary including per-diem for initial 30 days at $306 per day and 50% ($153 per day) afterwards
