Treasury is the Vice Presidency, reporting to the Managing Director and World Bank Group Chief Financial Officer, performing treasury functions for the IBRD and IDA and, to varying degrees, for other members of the World Bank Group and other public sector investors. Its activities are organized and grouped into the following departments: Capital Markets and Investment Management, Client Asset Management and Advisory, and Treasury Operations. The Treasury VPU also includes the Risk, Compliance, and Controls Unit. Treasury has been a large and significant player in the international financial markets for over seventy years and has achieved a global reputation as a prudent and innovative borrower, investor, and risk manager.

Treasury is responsible for:(i) managing approximately $205 billion in assets for the World Bank and other official sector investors; (ii) leading IBRD’s and IDA’s triple-A rated financing programs in international and domestic bond and derivative markets;(iii) conducting asset and liability management for IBRD’s and IDA’s balance sheets; (iv) overseeing the development and outreach related to the financing and hedging products the Bank provides for its developing-country clients; and (v) collaborating with the World Bank member countries to help build their capacity. Staff in Treasury regularly interact and work with other Departments across the Bank and Finance Partners teams.

Asset Management and Advisory (TREAA)

TREAA is responsible for managing approximately $75 billion of liquidity and fixed income portfolios for Trust Funds (including Financial Intermediary Funds) and over 70 external clients consisting of Central Banks, Pension Funds, Sovereign Wealth Funds, and other Official Institutions. The department is also responsible for providing investment partnership and advisory functions, capacity building, and training under the umbrella of the Reserve Advisory and Management Partnership (RAMP) Program. This department is organized into three units: Asset Management (TREAM), Advisory and Partnership (TREAP), and Product, Knowledge, and Research (TREPK). The Product, Knowledge, and Research (TREPK) unit is accountable for supporting and strengthening advisory capacity and asset management functions by expanding the knowledge base, research, and coordinating the development of new investment products. The team is responsible for producing and managing knowledge and research products, including missions, workshops, webinars, and applied research papers. The subject matter experts provide technical advisory in governance, asset allocation, responsible investing (ESG), risk management, IT and business solutions, settlements, and operations within the unit. The learning & outreach team manages learning and outreach events, workshops, policy fora, and training (internal and third-party), inclusive of marketing and branding materials.

Duties and Accountabilities:

Working with a high level of discretion and confidentiality in providing wide ranging executive and office management functions to the TREPK team, the ET Temporary will be responsible for, but not limited to, the following:

• Provide a full range of administrative support/assistance to the TREPK Manager and TREAA Director’s office.

• Assist the TREPK Manager in coordinating a schedule of meetings, appointments, and travel to ensure effective time and resource management.

• Handle routine correspondence, create drafts for communications to internal and external stakeholders, and monitor the agenda of the TREPK manager and any service account of the TREPK operating for specific projects and products.

• Implement and maintain procedures/office administrative systems, design and implement filing systems.

• Oversee adherence to office policies and procedures.

• Provide specialized support in coordinating TREPK deliverables, including working with external vendors, WBG publication services, creative services, printing services, etc., ensuring timelines are met and requisite inquiries are placed to support these processes from an administrative point of view.

• Interface with TRE’s Budget team and undertake resource management tasks, monitor the Manager’s SAP inbox, transactions, and pending action and guide staff on correct charge codes to the TREPK.

• Be the back-up to the Executive Assistant of the Director’s office, ensuring continued office support to the Director and the Department, including managing leave and time recording applications, ordering office supplies, submitting service requests, coordinating office moves and department events, etc.

• Assist in recruitment efforts, including organizing shortlisting meetings and interviews. Set up and collect candidate tests, collate and proofread associated hiring write-ups and ensure smooth onboarding of new staff by supporting associated induction programs.

• Provide general support to visitors and guests, book conference rooms, order in-room catering, coordinate audio-visual (AV) and other services as required by the business needs, providing ad-hoc assistance to the Learning and Team at times of crunch. Handle ad hoc duties that may be assigned by the supervisor/s, especially during workflow changes, absences, and heavy work periods.

The position(s) is based in Washington, DC, USA, understanding that the WB Treasury has a global footprint. On select occasions, the person may need to contribute/work outside the standard working hours.

 

 

Selection Criteria

 

* High School Diploma with three years of experience or BA/BS Degree with at least two years of experience or equivalent combination of education and experience.

* Excellent organizational and administrative skills demonstrated by prioritizing, scheduling, planning, and coordinating work and other activities internally and externally.

* Strong writing skills in English, including the ability to draft, proofread, and edit documents and correspondence.

* Versatility and adaptability – Demonstrate initiative and motivation to proactively learn new developments in relevant policies, procedures, and technology. Ability to proactively identify, prevent and/or solve problems.

* The ET Temporary must be a dedicated team player with excellent organization skills, proactive, keen attention to detail, and have a demonstrated ability to handle a variety of concurrent activities promptly.

* Technology and systems knowledge – Exhibit excellent knowledge of MS office products and proficiency in quickly learning on-the-job applications relevant to the above roles and responsibilities, including Identity Credential and Access Management (ICAM) and SAP software.

* Proven track record in managing confidentiality. Strong personal ethics and sound judgment.

* Highly motivated, energetic, and outgoing team player with excellent interpersonal skills.

* Reliability, resourcefulness, and flexibility.

* Strong attention to detail and to maintaining high-quality standards.

* Effective analytical, research, and problem-solving skills and the ability to work independently and make judgments and decisions with minimal supervision.
