Organizational Setting and Reporting Relationship
The position is assigned to the Office of Safeguards (OSFG). You will be based at our Headquarters in Manila, Philippines.
OSFG was established to implement and monitor ADB’s safeguards policy and procedures. It advises and supports ADB management operational departments, and relevant parties, including borrowers/clients in delivering development solutions in compliance with ADB’s safeguards policy. The Office of Safeguards has four teams: (i) Policy and Technical Services (OSPT), (ii) Regional Operations Services 1 (OSR1), (iii) Regional Operations Services 2 (OSR2), and (iv) Private Sector/Pacific Operations Services (OSPP).
You will report to the Director and will oversee National Staff and Administrative Staff.
Your Role
As a Principal Safeguard Specialist (Social), you will support the Office of Safeguards (OSFG) in achieving its key result areas for social safeguards, including (i) leading on social safeguard policy related to land acquisition and resettlement; (ii) providing technical advice and support for ADB financed project preparation and implementation; and (iii) developing good practice guidance and supporting capacity development and training for ABB staff, borrowers and clients. You will work within broad policies and objectives, working directly with clients and with supervision for critical tasks.
You will:
● Lead on the periodic review and update of ADB’s safeguard policy, with a focus on land acquisition and resettlement.
● Support with the interpretation of ADB social safeguards and the development of staff instructions, guidance materials, good practice notes and associated tools.
● Provide technical advice and support to ensure that ADB social safeguards policy requirements are implemented and monitored for ADB financed programs and projects.
● Join “One ADB Teams” and conduct safeguard due diligence and provide support to borrowers and clients during project preparation and implementation, including undertaking safeguard review missions.
● Provide technical advice and support to ensure that ADB social safeguards policy requirements are implemented and monitored for ADB financed projects during project preparation and implementation. Ensure quality at entry of required social safeguards documents.
● Participate in country programming and provide advice on country systems and safeguard policy implementation issues and capacity needs and opportunities.
● Coordinate social safeguards knowledge development and sharing within ADB and with external clients, including developing member countries and private sector clients. Special focus may be given to land and asset valuation, land acquisition, resettlement, livelihood restoration, poverty and social analysis, gender inclusion, risks to vulnerable groups, stakeholder engagement, and grievance mechanisms.
● Coordinate and lead ADB’s participation in international knowledge networks related to social safeguard issues, including with other multilateral development banks and civil society. Enhance internal networks for social safeguards, including active leadership for the ADB Social Safeguards Network.
● Enhance ADB’s safeguard monitoring and information systems, through further development of safeguard indicators, reporting systems and institutional arrangements.
● Participate in initiatives, including cross-departmental working groups, and coordinate on social safeguard policy issues with relevant ADB departments and offices including Human and Social Development, Gender Equality, and Procurement, Portfolio, and Financial Management.
● Provide leadership and support to reporting staff, providing clear direction and regular monitoring and feedback on performance.
Qualifications
You will need:
● Master’s degree in applied social sciences or relevant fields; or University degree and at least 5 years specialized experience relevant to the position can be considered.
● At least 12 years of relevant professional experience including international work experience.
● Experience with the formulation and analysis of social safeguard policies.
● Experience with the integration of cross-cutting environmental and social dimensions including gender issues, poverty and social analysis, stakeholder engagement, and grievance mechanisms.
● Ability to demonstrate a commercially sophisticated approach to the implementation of safeguards requirements in a developing country context.
● Ability to negotiate complex outcomes at all levels.
● Ability to think laterally to provide solutions to complex problems.
