JOB SUMMARY

 

Org. Setting and Reporting
This position is located within the United Nations Integrated Office in Haiti (BINUH). The Information Analyst, Political Affairs will be based in Port-au-Prince, Haiti, and will report to the Chief of Staff of BINUH. The working environment of BINUH has been increasingly fluid and demanding since the outset of the Mission and the senior Mission leadership today needs to acquire the capacity to have updated, comprehensive situational awareness and an understanding of shifting day-today dynamics on the ground to identify, prevent, mitigate and respond to threats and opportunities in mandate implementation. An Information Analysis Unit (IAU), located in the office of the Chief of Staff provides incisive understanding of issues, trends and threats and their implications for strategic and operational decisions impacting mandate implementation, crisis management and the security of UN personnel, assets, and premises.
Responsibilities
Within the limits of delegated authority, the Information Analyst, Political Affairs will be responsible for, but not limited to the following duties: • Manage the daily functions of the IAU as Chief of the unit and provide overall strategic direction to IAU personnel based on the priority information requirements of the Mission mandate • Identify potential research and analysis topics. • Collate, evaluate and analyse information related to developments/events relevant to the implementation of the Mission mandate, using a variety of sources, including UN Mission civilian/ police components, UN Country Team, national military/civilian authorities, civil society, international community, NGOs, media and other key stakeholders. • Develop effective working relationships with UN Mission components, the UNCT and relevant external actors and organizations. In consultation with other relevant Mission components, ensures the development and application of UN JMAC tools, such as Information Requirements (IRs) and Collection Plans. • Produce accurate and timely integrated analysis, assessments, maps and other IAU products which support decision-making, policy development and planning by Senior Mission Leadership. • Overseeing the timely production of quality IAU products and in ensuring information security as well as proper dissemination. • Provide briefings to the Mission Leadership Team, senior UN staff and visiting delegations and represent the IAU in meetings as required. • Support the mission in the supervision and management of a diverse IAU team (recruitment, staff development, training, evaluation etc.). • Oversee a system for classifying and storing confidential information, in consultation with information management/technology expertise. • Perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in political science, international relations, foreign affairs, law or related field. A first-level university degree in combination with qualifying experience and relevant academic/professional qualifications, such as accreditations from military or government command and staff colleges, may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven (07) years of progressively responsible experience in the intelligence or information analysis, political science, international relations, journalism, development, security (military or police) or related field is required. Excellent analytical, drafting and briefing skills are required. Experience supervising or managing teams is required. Previous experience working in Haiti either in a peacekeeping or special political mission or a comparable international organization is desirable
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French (both oral and written) is required. Knowledge of Haitian Creole is desirable
