Purpose of Job
The Principal, Knowledge Management helps to develop, design and deliver the Office of the Chief Compliance Officer’s (OCCO) knowledge management and innovation efforts. This includes shaping and driving OCCO’s knowledge management approach and strategy, ensuring consistency of quality of work product via the development of effective, pragmatic (user friendly) and efficient compliance processes and Guidance Notes.

Background
The mission of the Office of the Chief Compliance Officer (OCCO) is to protect the integrity and reputation of the Bank, to promote ethical standards of behaviour and to strengthen the Bank’s accountability and transparency. OCCO assists in identifying, assessing, and monitoring integrity risks arising from failure to comply with the Bank’s standards and policies and contributes, in an independent manner, to the Bank’s effective management of integrity risks. OCCO reports through the Managing Director, Chief Compliance Officer (MD, CCO) to the President of the Bank.

Within this context, the key role of the Principal, Knowledge Management is:

  • to promote continuous knowledge management improvements, cascade learning and implement ‘user friendly’ enhancements to workflow processes and consistent decision-making;
  • develop and update Guidance Notes to facilitate the quality of decision making and understanding of key integrity themes;
  • to recommend, follow through, and advise stakeholders on enhancements to OCCO’s processes; and
  • to analyse and produce management information on a regular basis that assists in OCCO decision making.

Facts / Scale
OCCO ensures integrity of the entire EBRD mission and that of its operations. In a typical year, OCCO will review approximately 650 proposed operations for potential integrity concerns and 230 operations for compliance with the Bank’s domiciliation policy; deliver around 80 training sessions; respond to 200 requests for capital-market advice; investigate around 25 staff for alleged staff misconduct; and conduct 45 investigations into prohibited practices on the Bank’s programme. All of these activities create knowledge and precedent that needs to be appropriately captured and reported on.

The incumbent must monitor and assess all of OCCO’s activities that generate knowledge as well as OCCO’s outputs to ensure that its knowledge is retained in an efficient manner and assists OCCO in applying a coherent, risk-based approach. They also prepare internal reports and articles that promote OCCO’s knowledge management endeavours, collaborate closely with the Bank’s Monarch Team and MS365 to incorporate OCCO’s compliance requirements within these IT applications and carry out other relevant tasks assigned by the CCO and/or Directors.

Accountabilities and Responsibilities
Under the general direction of the Associate Director, the Principal, Knowledge Management focuses on the following key areas:

Continuous Improvement

  • Undertakes continuous knowledge management improvements and implements enhancements to workflow processes for good decision-making. This includes developing and delivering more effective, user friendly and efficient compliance processes including implementing a risk based approach.
  • Works with the Monarch team, Banking and support units to develop and enhance the integrity due diligence tool with the key objective of creating a “one-stop shop” for all of OCCO’s requirements.
  • Coordinates the development and update of Guidance Notes and cascades learning with relevant case studies to facilitate decision making and understanding of key integrity themes. This includes Guidance Notes already in place for Banking and OCCO staff on ‘Criminal and Other Legal Matters’, ‘Integrity Training’, ‘Integrity Risk Classification’, ‘Integrity Monitoring’, ‘Open Source Research’ and ‘Spot Checking’.
  • Identifies and assesses how new / improved IT tools can assist OCCO. Maintains regular dialogue with IT and the Transformation team, including in the context of identification and implementation of any IT improvements for OCCO.
  • Leads and monitors the roll-out and success of new OCCO initiatives including Internal Audit Recommendations.
  • Develops enhancements for OCCO’s collation and storage of electronic information. This includes assessing the content on OCCOlink, case management and the intranet and creating content to ensure the knowledge products remain relevant and useful.

Advisory

  • Recommends and advises on enhancements to OCCO’s processes to relevant managers, including the OpsCom Secretariat, Banking Directors, RiskCom Secretariat and the Internal Audit Department. This includes changes to the Bank’s Integrity Due Diligence Guidelines and Procedures.

Data Analytics

  • Produce and analyse management information on a regular basis to assist OCCO decision making and contribute to the preparation of regular OCCO reports to the Audit Committee and the OCCO Annual Report. This includes using the case management system and excel to extract data on a monthly, quarterly and yearly basis; collating this data in easily digestible graphs, dashboards and reports; and providing a detailed analysis of the data (including trend analysis).

Training

  • Develops and provides training and guidance aimed at promoting awareness of the Integrity Questionnaire and the Guidance Notes.
  • Contributes to the development of the OCCO training strategy.

Communication

  • Promotes OCCO’s knowledge management and innovation achievements to all EBRD stakeholders via webinars, intranet posts and training.
  • Represents OCCO at the Knowledge Management Community of Practice and acts as the Data Domain Gatekeeper for OCCO.
  • Collaborates with other knowledge management functions across the Bank and amongst MDBs. This includes periodic meetings to discuss new initiatives and leverage ideas and share best practices.

Knowledge, Skills, Experience & Qualifications

  • A degree in a relevant area (e.g. law, finance, banking, accounting) or equivalent experience.
  • Significant knowledge management experience.
  • Experience with technology solutions and data analytics that assist with knowledge management. Excellent communication skills to deliver information concisely, clearly, and accurately to a wide array of audiences; including for training purposes.
  • Good understanding of EBRD’s mission, mandate and processes.
  • Excellent command of English with ability to communicate clearly and concisely; familiarity with other languages used in the Bank’s countries of operation is a plus.
  • Good judgement and positive problem solving skills.
  • Demonstrated experience managing multiple projects with the ability to prioritise and meet required deadlines.
  • Relevant professional experience at an international level.
