JOB SUMMARY

 

Result of Service
A) Stockholm Convention electronic reporting system: 1. Improve the query on the visualization of information related to paragraph 2 (d) of Article 20 of the Convention, by enabling filters for the selection of the 5th and 6th reporting cycles. 2. Empty questionnaire to download for the 5th and 6th cycle. 3. Timeout parameter prolonged and warning pop-up message added. 4. Automatic update of contact details every 3 months from the ERS database for countries that have not reported in the last 3 years. 5. Include at least 4 new chemicals to the 6th demo cycle. 6. At least five new raw data options are made available on the SC Dashboard. 7. All questions from the 5th cycle are available in the 6th demo cycle. 8. A map for PFOS is created and for questions 24, 25, and 26. 9. A fourth category is created for map visualization. B) Basel Convention electronic reporting system: 1. The BC ERS is further developed to allow for the launch of a new reporting cycle (for the year 2023) using pre-filled data from previous years. 2. Queries to assess the completeness of reporting data submitted in national reports are made available for the BC Dashboard. 3. Bugs are fixed and other tasks related to improving the Basel Convention ERS and its Dashboard are performed.

Duties and Responsibilities
Under the supervision of the Programme Officer, the consultant will perform the following tasks: A) Stockholm Convention electronic reporting system: Improve the query on the visualization of information related to paragraph 2 (d) of Article 20 of the Convention, by enabling filters for the selection of different reporting cycles. Download an empty SC Questionnaire from the 5th cycle and 6th demo cycle in Word format and enable users to do the same directly from the ERS. Prolong the timeout parameter to 0.5 hours and create a new pop-up window warning 10 minutes before auto logout. Automatically import contact details from the ERS database every 3 months to the introduction page for Parties that have not reported in the last 3 years. Include new chemicals to the 6th demo cycle (SC: PFHxS (SC-10/13) in 2022; methoxychlor (SC-11/9), Dechlorane Plus (SC-11/10), and UV-328 (SC-11/11) in 2023). Develop at least five queries that allow for the download of raw data options for the ERS Dashboard for the Stockholm Convention. Update the SC Dashboard for all questions for the 6th demo cycle. Create a world map for PFOS reported production. For questions 24, 25 and 26 in the dashboard, add a filter for year and create a world map. Add options for the maps to include yes (with data), yes (without data), no, n/a, for every chemical. Fix bugs and other tasks related to improving the Stockholm Convention ERS and its Dashboard. B) Basel Convention electronic reporting system: Create a new questionnaire for the year 2023 with pre-filled information from previous years. Develop queries that allow for the assessment of completeness of information provided in the national reports submitted by Parties to the Basel Convention. Fix bugs and other tasks related to improving the Basel Convention ERS and its Dashboard.
Qualifications/special skills
An advanced university degree in the area of computer science, engineering, mathematics or equivalent is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least five years of experience in the in an area related to system analysis and design as well as computer programming, including advanced programming skills in MS VB and C# for .NET platform is required. Experience in the development of applications using Microsoft Office, DotNetNuke Content Management System, MS SQL and relational database and MS Dynamic CRM design and development is required. Good understanding of latest web technologies is required. Knowledge of Data Illusion feedback server technology and the Electronic reporting Systems of the Basel and Stockholm Conventions is desirable. Experience with developing queries/reports using the technology Telerik Suite is desirable. Working experience in the United Nations or similar international organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Fluency in another UN official language is desirable.
