This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Europe and Eurasia, at the U.S. Agency for International Development (USAID).

Duties

  • Serves as the Bureau and Agency’s senior subject matter expert on operating in politically restrictive environments and has extensive project management and oversight experience in Europe and Eurasia.
  • Develops and implements agency-wide policy guidance on operating in politically restrictive operating environments.
  • Designs regional, bilateral, and global programs for politically restrictive environments and develops risk management and mitigation measures for programming in politically restrictive environments
  • Provides daily management and technical supervision necessary for accomplishing the work of the Project Management Unit.
  • Plans, develops, and implements program/project development activities within the purview of the PMU.
  • Provides programmatic backstopping and management on high visibility projects, works in collaboration with other senior democracy experts.

  • Must be able to obtain and maintain a Top Secret Security clearance.

Specialized Experience:
GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:(a) serving as a technical expert in civil society, democratic development, and programming in restricted and politically sensitive environments in Europe and Eurasia region; (b) developing regional program/project development activities in the democracy sector, specifically civil society, including in non-presence countries and politically sensitive and restricted environments; AND, (c) directing grantee organizations in the application of an Agency’s priorities and strategies to regional civil society development, democratic problems, and civil society assistance in restricted environments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position’s duties to be filled, including volunteer experience.
