The Position:

The position is located in the UNFPA Gaziantep Cross-Border Office.

Programme Analyst will report directly to the GBV Programme and Coordination Specialist .

Job Purpose:

The Programme Analyst assists in the design, planning and management of UNFPA’s Gaziantep cross border operations by analyzing relevant political, social and economic trends and providing inputs to project formulation and evaluation, and joint programming initiatives . The Programme Analyst assists with Programme/ project implementation by using and developing appropriate mechanisms and systems and ensuring compliance with established procedures, as well as by monitoring results achieved during implementation.

Main Tasks and Responsibilities

  • Participates in the identification and formulation of the Gaziantep cross border projects by compiling and analyzing information in the subject area of GBV, gender and Human Rights, drafts project documents and work plans, and prepares tables and statistical data.
  • Evaluates GBV Programme activities, establishing and implementing mechanisms to systematically assess the achievement of results, conducting field visits to the Women and Girls Safe Spaces (WGSS) in Northwest Syria, participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports. Analyzes factors affecting the achievement of results, recommends corrective actions and follows up on recommendations.
  • Contributes to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the Gaziantep cross border operation, and drafting relevant materials for dissemination.
  • Supports advocacy and resource mobilization strategy of the Gaziantep cross border operation by compiling and synthesizing relevant background material for use in discussions and public events.
  • Establishes and maintains a network of donor and public information contacts and provides assistance in organizing and conducting donor meetings and public information events.
  • Liaise with field coordinators and third party monitoring companies for continuous monitoring of GBV program activities.
  • Analyzes and interprets the political, social and economic environment relevant to GBV and Human Rights, in cooperation with other programmes, and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
  • Represent UNFPA in the GBV AoR, Protection cluster, child protection AoR and gender working group if needed.
  • Assist in providing training in the field of GBV and human rights for the Implementing Partners and UN agencies as required.
  • Contribute to the assessment and research (quantitative and qualitative) conducted by UNFPA and other cluster partners.
  • In close cooperation with M & E, contributes to collection of data for GBV program implementation from IPs and its analyses.
  • Other duties as deemed necessary.

Work Relations:

The Programme Analyst maintains collaborative relationships with all Programme and project staff at the Gaziantep cross border office. Internal contacts include the Gaziantep cross border CO management, and the CO’s Programme/ technical teams. External contacts include other UN agencies in the country and counterparts in the cross -border Programme activities.

Qualifications and Experience:

Education:

  • Masters degree in gender, human rights, sociology, economy, business administration and/or other related social science field, 2 years of experience.
  • Bachelors degree in gender, human rights, sociology, economy, business administration and/or other related social science field, 4 years of experience may be considered, in-lieu of a Masters degree.

Knowledge and Experience:

  • Experience professional experience in the field of GBV/gender and human rights. Minimum 2 years with a relevent Masters degree, or minimum 4 years with a relevent Bachelors degree.
  • Prior experience in the field of GBV, gender and women’s issues.
  • Experience in research (qualitative and quantitative) and assessments as well as data collection and analysis.
  • Familiarity with the international conventions and resolutions related to GBV, gender and Human Rights.
  • Strong verbal and written communications skills.

Languages:

Fluency in both written and spoken English and Arabic.
