About this position (business unit, reports to, job summary)

The Human Resources Department (HRD) is looking for a results-driven, collaborative team member to support the Bank’s Health Benefits and Wellbeing programs. The Employee Wellbeing and Medical Benefits Team is responsible for the functioning of the self-funded medical benefit and life insurance programs at the Bank. The Team also develops and implements wellness programs for the IDB Group and includes the operation of the Health Service Center for Headquarters.

You will work in the Human Resources Department (HRD), which is responsible for the administration and development of the IDB Group. The main functions of the Department include managing the entire employee lifecycle, implementing the People Strategy as well as programs that support the IDB’s results-based business model. HRD is also dedicated to realizing its mission of delivering human-centered experiences and strategically partnering with professionals passionate about improving lives in Latin America and the Caribbean. What you’ll do:

  • Under the direct supervision of the Team Leader, you will have the following responsibilities including but not limited to:
  • Conducts the annual certifications for special member classes including Dependent Parents and disabled children.
  • Prepares waivers for medical coverage for management approval.
  • Coordinates bi-monthly Onboarding meetings sessions for New Hires and off-boarding meetings.
  • Calculates retiree medical insurance premiums, as well as premiums for survivors and dependents.
  • Enrolls new retirees in the medical insurance program in SAP and coordinates with the HR Service Center and Payroll Group (HRSC) the corresponding deductions and adjustments.
  • Reviews and updates all medical insurance published material for accuracy with current practices and Regulations.
  • Develops and delivers Training for the HRSC to ensure compliance with specific corporate Regulations.
  • Assists with resolution of member cases.
  • Supports financial team lead with audit and risk management required procedures.
  • Monitors implementation of the Family Planning Benefit based on the Staff Rule PE-370.

What you’ll need

  • Education: Bachelor’s degree in Human Resources or other fields relevant to the responsibilities of the role. Certificates in Health/Claims Management, Health Insurance Management, or related field are highly desirable.
  • Experience: At least two (2) years of relevant and solid experience in benefits; supporting the administration of benefits and/or medical insurance programs, ideally with self-funded medical plans. Demonstrated client management and customer service skills, with the ability to respond promptly, effectively and with good judgement. Analytical and problem-solving skills are necessary. International business environment experience is highly desired. Experience working in/with Latin America and the Caribbean is a plus. Works with minimal supervision, manages own time effectively, maintains control over all current projects/responsibilities. Follows up on all relevant issues. Excellent communication, partnering, presentation and influencing skills. Ability to manage multi-project workload within tight deadlines through strong organizational and planning skills.
  • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

  • Capability to respond to client inquiries in a comprehensive manner that reflects clear understanding of the issue(s) raised and offer accurate, executable solutions based upon research and thorough knowledge of benefits design, internal handbooks, and applicable HR Regulations.
  • Capability to research and analyze issues in the context of established policies, regulations, and procedures; synthesize findings and provide appropriate recommendations to Team Lead for validation and clearance. Capability to respond clearly in writing to explain the outcome.
  • Capability to analyze and interpret data to identify trends, such as types of issues reported, speed and manner of resolution, and recommended procedural changes that may result from such analyses.
  • Understanding of the roles, responsibilities and duties of outside contracted suppliers/partners and making requests for assistance appropriately.
  • Capability to develop clear, accurate and meaningful reports on assigned topics of responsibility.
  • Demonstrated flexibility and adaptability to change and innovative ways of working.
  • Excellent presentation skills to present and appropriately answer questions on the key points of the medical benefits program, Life, AD&D and LTD programs at important on-boarding and off-boarding seminars and to other audiences (which may be senior level) as requested.

 

 

Requirements:

  • Citizenship[1]: You are a citizen of one of our 48-member countries eligible to obtain a valid residency or legal permit to work in the selected countries without the need for sponsorship by the IDB.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
  • Modality: The selected candidate might provide services at IDB Headquarters or Remotely (will be defined at the end of the recruitment process). If Remote, the selected candidate will work from the Bank’s office and will not be provided a physical space on the premises of the Bank’s Country Office. The candidate selected will be responsible for setting up the space, and for having the equipment, internet, and phone accesses to accomplish these TORs, outside the Bank’s office. Access to the Bank’s systems will be arranged in coordination with the Bank.

  • Length of contract: 18 months.
  • Work Location: On Site (HQ) or Remote
