About this position:

The Caribbean Country Department (CCB) is responsible for the promotion and development of IDB country and regional strategies and programming aimed at achieving greater economic and social progress. The principal objective of CCB’s work program is to support the development agenda of Caribbean countries. To that end, the Department supports the conceptualization, processing, negotiation, and implementation of regional and country-specific projects and programs; leads and maintains the relations of the Bank with member countries; supports the implementation of country-specific and regional operations; promotes and coordinates the use of funds administered by the Bank; and helps to monitor the project-related fiduciary activities of Bank borrowers and beneficiaries. The Department is also responsible for the promotion and development of Bank country/regional strategies and programming, as well as knowledge and capacity-building work that will contribute to country/regional dialogue.

The IDB Group, through CCB will implement “ONE Caribbean,” which is a regional umbrella program to tackle the Caribbean region’s common problems under four priority areas: (1) climate adaptation, disaster risk management and resilience; (2) citizen security; (3) private sector engagement; and (4) food security. In addition, the Program will focus on strengthening institutions and facilitating digital transformation as crosscutting areas. ONE Caribbean will facilitate greater impact and the increased flow of resources for the Caribbean by standing up a regional project preparation facility (PPF) to support the identification and structuring of projects.

 

What you will do:

As the person selected for this consultancy, you will provide support for the implementation of the ONE Caribbean programme, which includes catalyzing project development through a regional project preparation facility.

As part of the expected support, the selected candidate will:

  • Advise the General Manager of CCB and the ONE Caribbean Coordinator on efforts to maximize impact, positioning, and synergies of IDB Group resources as it relates to the Caribbean;
  • Complete the design of the draft regional project preparation facility – including its governance, structure, and operational manual.
  • Liaise with VPC, VPS, PPP unit, IDB Lab and IDB Invest to effectively incorporate the strengths, resources, expertise, and the continuum of public and private solutions offered for development impact.
  • Assess and suggest recommendations for coordinating with regional partners and institutions for the implementation of the PPF;
  • Design pilot strategies or actions for assessing aspects of the proposed regional project preparation facility; and
  • Prepare briefings and participate in meetings related to ONE Caribbean

What you’ll need:

  • Education: Master’s degree in one of the following: Public Policy, Economics, Law or similar field.
  • Experience: Minimum of 15 years of relevant professional experience, in international development policy, strategic dialogue with senior officials, and management. Proven experience working with multilateral institutions, as well as with client countries, in particular in the Caribbean.
  • Languages: Fluency in English – written and oral; the presentations and deliverables will be delivered in English. Knowledge of Spanish, Portuguese, or French is a plus.
