Mission :
We are looking for our new Head of Human Resources Department, based in Kyiv, with field trips to the Country Office bases/areas (Kharkiv, Dnipro, Mykolaiv).
Under the supervision of the Country Director, you will define the Human Resources strategy for the Country Office, lead and coordinate its implementation and deployment in country, provide capacity building to HR team and provide optimum support to programs.
In this role, your key priorities will be to :
Prepare and implement the closure of the Mykolaev sub-base in October, providing HR technical support for the base teams and management
Implement decisions made following the study on the nationalization of expatriate positions, in light of the restructuring proposal made by the organizational development consultant
Assess the current HR policies and processes at the base level in alignment with ACF’s HR framework (“the social model”), including a review of the internal regulations and the agreement on social benefits
Implement ACF’s new and Global Onboarding process (both national and international staff) in collaboration with headquarters
Contribute in defining and developing the Country Office’s HR strategy for 2025.
More generally, your missions will be to:
Contribute to defining Country Office strategy
Supervise staff administration and payroll
Provide recruitment and training, and promote career development to all employees with a special focus on capacity building of the HR team
Ensure a coherent organisation of work and ensure compensation and benefits framework/policy
Implement collective HR rules and regulations and communicate them internally
Promote and ensure collaboration and coordination in Human Resources with the Country Office’s partners
Prevent and manage cases of fraud and corruption

Profile :
You hold a Master’s degree in Human Resources Management or similar field, with a minimum of 3 years’ experience in similar position, within the iNGO and private Sector (a mix would be ideal).
You have experience in using budgets and providing HR numbers to set up and review budgets, and in engaging with outside agencies/authorities in connection with human resource issues.
You have a strong and demonstrated expertise in human resource management.
You are able to grasp a wide range of complex issues and synthetize them strategically.
You excel at team management and capacity building, and genuinely enjoy enhancing the skills and abilities of your team members.
Ideally, you know well ACF operations, policies and procedures, and have a demonstrated experience in working in Ukraine within the humanitarian aid.
You have proven interpersonal, networking and negotiation skills. You are open minded and flexible character, autonomous and result oriented.
You have a very good command of English, both written and verbal. You have excellent writing skills and oral communication skills. If you speak Ukrainian or Russian, it is an advantage.
Conditions d’emploi

Fixed term contract under Ukrainian legislation: 9 months
Salary and advantages according to the national classification grid
For international candidates :
Fixed term contract under French legislation: 9 months
Monthly gross salary from 2597 to 2968euros upon experience
Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
Monthly per diem and living allowance: 838euros net, field paid
Monthly country allowance: 450euros
Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380euros per person per year in severe cold contexts
Child allowance: 1500euros per year per child present in the country of origin (maximum 6000euros/year)
Transportation and accommodation: Coverage of transportation costs and guest house
Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
Salary sustainment measures
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 euros for each RnR period
