Monitoring & Evaluation Officer

The Role:

The Monitoring and Evaluation Officer will provide required M&E support to the Bureau for Humanitarian Assistance (BHA) project team. With coordinated support from MEAL manager, the position holder will effectively contribute and coordinate the Monitoring, Evaluation, Accountability and Learning activities for the USAID funded BHA project in Somaliland. The position holder will ensure implementation of BHA MEAL plan, support assessments and track project progress against its outcomes. S/He will closely work with MEAL Manager, particularly one responsible for BHA MEAL and Somaliland M&E coordinator to operationalize quality standards and learning emerging from BHA project and M&E Cash working group.

Key Responsibilities:

Provide effective, innovative and strategic leadership of Monitoring, Evaluation and Accountability for all the BHA projects Carry out the implementation of programme and project M&E plans in alignment with the BHA M&E framework and Humanitarian Accountability Standards Coordinate as well as participate in assessments, analysis and dissemination of reports as per the agreed project guidelines. In addition, ensure timely and quality project reports are submitted by the project teams in agreed format and are in line with donor reporting requirements Ensure projects carry out routine activity monitoring for compliance as well as outcome monitoring of project results Ensure program accountability strengthening for staff and community structures are undertaken. Coordinate research activities in line with World Vision research agenda Ensure that an appropriate humanitarian accountability mechanism is established for the projects assigned.

Essential:

  • *Educational level required*****: A minimum of a university degree in Social Sciences, Statistics, Community Development, Development Studies, Local Government or any related field.
  • Technical Training qualifications required: Analysis using qualitative and/ quantitative methods including use of participatory methods and tools for planning, monitoring & evaluation
  • Experience: Minimum of three years’ work experience in community-based programming, local government or work with NGOs or humanitarian agencies, of which at least two years must be in monitoring & evaluation.
  • Other: Working knowledge of English, and Somali local language.
  • Computer literacy is required working knowledge of MS Word, Excel, Power point, statistical packages as SPSS.

Working Environment:

The position is field-based in Burao Somaliland with frequent travel to other target project locations. Female candidates are encouraged to apply.
