JOB SUMMARY

 

ROLE PURPOSE:
The Safety & Security Officer reports to the Security Coordinator and is responsible for implementing
processes for the efficient support to the Safety & Security Department, including but not limited to daily
liaison with HR/Admin department and monitoring and managing the tracking of all staff in compliance with
SCI guidelines and policies during the scale up of large emergency response and transition phases. This will
include the ongoing assessment of threats and risk to SCI program/staff and provision of advice to
Management to manage organizational risk.
SCI is a ‘dual mandate’ organization and as such equal priority will be given to both humanitarian and
development work. SCI strives to ensure the fundamental rights of children, such as survival, safety, constant
access to protection and education can be guaranteed. As part of a commitment to working with children
through humanitarian interventions SCI support programmes in both sudden onset and chronic emergency
situations.

KEY AREAS OF ACCOUNTABILITY:

  • As a member of the Safety & Security (S&S) Country Team support the development of an
    organisational culture that reflects our mandate and values, promotes accountability and high
    performance, encourages a team culture of learning, creativity and innovation, and enables our
    people to deliver outstanding results for children and excellent customer service for our
    Members and Donors
  • Acts as focal administrative support for S&S and liaises with internal SCI departments on
    administrative matters related to S&S
  • Provides efficient support to international staff and visitors on security tracking and monitoring,
    managing security documentation, working with the HR/Admin team and Supply Chain to ensure
    smooth coordination on S&S related matters
  • Provides guidance to support and programs departments on SCI S&S processes
  • Ensures all documentation during internal and external liaison are kept safe and confidential, updating
    the relevant department/management on the progress of admin work related to S&S
  • Provides support to staff for the written translation of documents if required.
  • Leads the arrival/welcome support to new staff visitors, surge team, and prepares updated
    welcome/arrival pack for staff in all S&S related matters.
  • Assists with security audit and assessment documentation liaising with Security Managers in all
    locations within Ukraine and the regional office.
  • Maintains travel records and approvals and periodically updates list of recommended hotels in
    Ukraine in conjunction with Admin and SC teams
  • Maintains efficient records (soft and hard copy) of travel documents and reports – security tracking
    software
  • Conducts administration orientation – particularly on security and travel support to the staff within
    SCI guidelines
  • Contributes to the organizational learning and enhanced capacity in planned intervention and
    activities by providing feedback to the team on areas that are to be improved
  • Make use of all available policy, practice, checklists and guidelines, and ensure Save the Children
    good practice is in place.
  • Provide the Country Office with regular and updated S&S related documentation on a monthly,
    quarterly and annual basis or as required
  • Ensure the Safety and Security Strategy, Framework and Policies and Procedures are being applied
    in the Ukraine Area Office.
  • Communicate the requirements of the country-wide Safety and Security Management Plan that is
    consistent with the acceptance model but taking into account local realities and Save the Children
    standards

QUALIFICATIONS

  • Education to high school diploma or equivalent experience
  • Fluent in Ukrainian, Russian and English
  • Minimum 1 year security risk management experience in NGO is a must
  • Or minimum 1 year military or police experience
