SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 3000 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

ABOUT THE MISSION

SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. SI has been one of the first humanitarian actors to access the West Coast and remains as of today positioned in hard-to-reach areas close to the frontline of Marib, Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence.

ABOUT THE JOB

Reporting/CapitalizationGeneral objective:

  • The Logistics Manager will implement and supervise all logistics operations at his/her assigned base. There is one ongoing project and 2 grants extensions in WASH and FSL programs.

The main challenges:

  • Two recently ended projects likely to be extended for additional one year from July/August. Gap in the Logistics team, ten staff to be recalled in
  • July. Additionally, a new shared cost methodology has been put in place in May 2024, which is still challenging for the mission as a whole.

Priorities for the 2/3 first months:

  • To finalize the ongoing recruitment;
  • Support in the start up of the extension projects
  • Update the financial tools to include the projects
  • Capacity building plan for the national team in the department.

Responsibilities and main activities:

  • Ensure the compilation of price and supplier lists, as well as information in use (import-export, exemption, taxes)
  • Implement team safety measures as determined by the coordination team
  • Supply and Vehicule Fleet Management
  • Management and Monitoring of IT Equipment

YOUR PROFILE EDUCATION

Education / academic background:

  • Bachelor’s degree in Supply Chain Management, Logistics Management, Business administration, or other relevant fields.

Specific skills and experience:

TECHNICAL SKILLS

  • Demonstrated expertise and skills in supply chain management, logistics man.
  • Including warehousing, fleet management in insecure environment

  • Excellent knowledge of the Office pack (word, excel, PowerPoint).

TRANSVERSAL SKILLS

  • Willingness and ability to handle stress and work under pressure.
  • Strong communication skills and ability to negotiate and find solutions.
  • Demonstrated experience in security management in a volatile context. Possessing high level of multi-cultural set-up awarenes

Management

  • Good capacity building skills are important for this role.

SI WILL OFFER YOU

A salaried position:
According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

  • Individual, comfortable room in the guesthouse, with electricity 24/7.
  • Internet and Phone network available
  • Restaurants and international food are available

Security rules in Al-Mokha are rather restrictive, with a curfew at 8.00 pm. Most INGOs are located within the town. The town is still small and it only takes a few minutes to move from one INGO compound to another. Movement are restricted to some validated places like (supermarket, UN and INGO’s compounds, activity field sites etc.).

Al-Mokha town is a port city where visits to the beautiful beaches on the Red Sea are possible security permitting. Basic supplies (e.g dry
foodstuffs, green vegetables, fruits etc are also available within the validated supermarket.
