The UNDP in Suriname has had decades of successful development cooperation in the country. Currently, UNDP focuses on three areas as per the CPD 2022-2026: i) democratic governance, ii)

social development and iii) environment, climate change and natural resource management. Gender equality and digital transformation are cross cutting priorities in all interventions. Annually, UNDP delivers over 4m$ in development projects.

UNDP enjoys strong partnership with the national and local level government institutions as well as community-based organizations, including those focusing on the issues affecting Indigenous and Tribal Communities. UNDP Suriname has close cooperation with the vertical funds (GEF), the EU, UN SDG Fund, bilateral partners as well as regional and global organizations and international financial institutions. UNDP also works with various civil society groups, academia and private sector organizations

to advance the national development agenda and the SDGs.

The UNDP Programme Unit works to support achievement abovementioned objectives to create a world where people and planet thrive together, and to help the Country Office act with both ambition and scale to address urgent problems facing the country as well as global climate deteriorating conditions.

Programme staff assist the Country Office in formulating and implementing programme strategies that go beyond solving immediate development challenges to create future smart and integrated systemic changes in resilience and capacity building within the country.

Organizational Context

Under the overall

guidance of the Deputy Resident Representative, and direct supervision of the Programme Analyst (Social Development and Inclusion), who coordinates work on Energy Transition, Inclusion of Indigenous and Tribal Communities (ITPs), and Livelihoods, the Programme Associate ensures effective delivery of the Country Office (CO) programme within the designated area of responsibility by entering and managing data and supporting programme implementation consistent with UNDP rules and regulations.

Programme Associate provides cost effective and timely partnering services ensuring high quality, accuracy and consistency of work, maintaining sound financial management of and responsible resource allocation for its development programme and projects.

Programme Associate also collaborates with

other program teams and helps build synergies and cross fertilization within the country progreamme. She/he proactively engages with development project teams to ensure appropriate and adequate budgeting for projects, monitoring of budgets to identify gaps, monitor financial allocations and reporting to CO management to promote transparency and informed decision making.

She/he works in close collaboration with the operations, programme, strategic management and projects’ staff in the CO, Panama Regional Hub, UNDP HQ and GSSC (in relation to clustering services) as required for resolving complex issues and exchange of The Programme Associate will also work with United Systems (UN) Agencies and

participate in UN Country Team initiatives. Collaboration is also required with project partners in government, civil society and donor institutions.

Duties and Responsibilities
  1. Support formulation of programme strategies and implementation of the Country Programme Documents (CPDs) and Integrated Workplans (IWPs).
Example of Duties:
  • Collection, analysis and presentation of background and related information for preparation of UN Multi-country Sustainable Development Framework, Country Programme Document, programme/project implementation strategies, effective application of Results Based Management tools and establishment of management targets.
  • Provide information/evidence to

guide future programming and identify implementation arrangements.

  • Assist the work of the MCSDCF outcome groups;

2. Provide effective support to the management of the programme.
Example of Duties:

  • Create projects in ERP, prepare required budget revisions, revise project status, determine unutilized funds, and ensure operational and financial closure of a project.
  • Provide day-to-day guidance to implementing partners on implementation of projects, and track use of financial resources.
  • Contribute to the effective management of data and analytics in programme implementation, follow up on programme and project performance indicators/ success criteria, targets and milestones,

 

preparation of reports, and implementation of corporate results-based management mechanisms and tools.

  • Identify programme related bottlenecks and propose solutions.
  • Make preparations for external and internal programme/project audits, including HACT audits and support implementation of audit recommendations.
  • Provide administrative support to the Programme unit by maintaining internal expenditure system and performing quality assurance review of technical reports and payments that includes following up with other units and taking timely corrective actions.

3.   Support the implementation of the CO partnership and resource mobilization strategies.
Example of Duties:

  • Analyze information

 

on donors and prepare donor profiles.

  • Track and report on mobilized resources.
  • Review contributions agreements and manage contributions in ERP.
  • Maintain Accounts Receivables for UNDP projects and follow-up with partners on contributions.
  • Monitor financial contributions, prepare AR pending items, and maintain contributions and receivables documentation. ·
  • Review financing and trust fund agreements, obtain clearances from HQ if necessary, and follow up on contributions within the CO resource mobilization efforts. ·
  • Track and report on mobilized resources by performing the following tasks:

 

— Enter financing agreement information into Contracts Module and attach a copy of the signed agreement in ERP.

— Submit

information based on financing agreements to GSSU including amendments.

  • Keeps abreast of and analyses socio-economic development trends, with a focus on poverty and social development, and maintains a continuous dialogue with development partners – Government, donors, NGOs/CSOs, private sector – on how to address specific development problems in a coordinated and cohesive way.
  • Builds and maintains partnerships with relevant donors, NGOs/CSOs and the private sector and pursues coordination and joint programmes with these partners
  • Pursues and facilitates possibilities for resource mobilization.

4. Provides administrative support to the Programme Unit
Example of Duties:

Review

of NIM project Financial Reports; ensure proper control of the supporting documents for payments and financial reports for NIM projects; submit requests for payments of Purchase Order (PO), non-PO vouchers and journal vouchers for development projects. Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Quantum.
– Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
– Creation of requisitions in Quantum for development projects, register of goods receipt in Quantum
– Making budget check for requisitions, POs and vouchers.

 

5. Facilitate knowledge building and knowledge sharing in the Country Office.
Example of Duties:

In assigned programme areas:

  • Organize and deliver programme related training for relevant programme and operations personnel.
  • Compile lessons learned and best practices.
  • Provide contributions to knowledge networks, communities of practice and digital knowledge platforms.

6. Ensures effective management of the CO programme within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation of the country programme achieving the following results
Example of Duties:

  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
  • Undertakes the design and formulation of programme/project proposals, in light of national priorities and UNDP’s strategic areas of focus.
  • Regularly monitors and manages the programme, including financial management and reporting, and organizes evaluations of the programme/projects
  • Advocates for UNDP’s corporate policies, ensuring visibility for UNDP and acts as resource person on the substantive thematic areas of programs at the national level.

Required Skills and Experience
Education:
  • Secondary education is required

Bachelor’s degree

in development studies, environmental studies, public administration, economics, business, politics, law, or other relevant field is an advantage.

Experience:
    • A minimum of 6 years (with high school diploma) or 3 years (with bachelor’s degree) of relevant progressively responsible administrative/management or programme experience is required at the national and/or international level.
    • Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP.
    • Specialized certification/education in Accounting, Procurement, Finance is an asset
    • Ability to review and edit documents, ability to produce meeting reports identifying key actions.

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
