Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

will normally be made at the first step of this grade. The entry level salary for this position is BRL 15,800.00 (fifteen thousand eight hundred reais) monthy.
The Fundamental Principles and Rights at Work (FPRW) Program in the ILO office Brasilia is an initiative aimed at promoting the Fundamentals Principles and Rights at Work, especially the prevention and elimination of forced labour and child labour.
The National Officer is responsible for supporting the implementation of the activities foreseen in the projects under this programme, ensuring that they are delivered efficiently and effectively. Currently, there are
3 projects under the program:
1.“Promotion of and compliance with the Fundamental Principles and Rights at Work in Brazil (BRA/17/50/BRA)”,
2.“Preventing and Tackling Slave Labour and Child Labour in the State of Minas Gerais (BRA/20/50/BRA)”,
3.“Support for the Latin American and Caribbean Free of Child Labour Regional Initiative (Regional Initiative – RI) by strengthening strategies to prevent and eradicate child labour, slave labour, and trafficking in persons (RLA/22/01/BRA).
The National Officer will be responsible for delivering the products planned in the projects and according to the FPRW Program Manager guidance and for demonstrating through the preparation of
finance and technical progress reports that the activities, costs, and outputs contributed to the achievement of the above-mentioned projects.
Reporting Lines
The official will be under the supervision of the Fundamentals, Principles and Rights at Work (FPRW) Programme Manager in Brazil.
Under the supervision of the FPRW Project Coordinator and in close coordination with all other projects and relevant areas, Programme, Finance, Administration and HR units of CO Brasilia; the National Officer will perform the following duties.
1. Review and analyse the country’s specific development plans and priorities, socioeconomic data, reports, and other relevant
information. Identify potential technical cooperation areas and provide written analysis on the findings to the Supervisor.
2. Work in close collaboration with projects main partners and donors and under the supervision of the FPRW Program Manager to design and revise project annual work plans as well as preparation of the budget proposals, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the Projects supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners.
3. Review, verify and analyse work plans, progress and final reports and
other data for clarity, consistency and completeness and monitor the progress of projects activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
4. Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents, and focal points in other organizations to expedite implementation and meet targets.
5. Assist in the programming and control of resources of the projects, prepare budget estimates and expenditure forecasts by analysing and monitoring resources comparing implementation and delivery with
planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions.
6. Provide programming and administrative support to cooperation activities in the promotion of decent work, with focus on the prevention and elimination of child labour and forced labour. Actively participate in and provide inputs to execute the work plans and to achieve the results.
7. Participate in the preparation and holding of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the projects when attending these gatherings alone. Undertake missions to projects sites independently or accompanying others.
8. Brief ILO
specialists, project experts, associate experts and visiting officials and provide relevant information on projects matters. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials.
9. Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the projects.
10.Supervise the contracts with implementing agencies resultant of partnership under the projects’ scope and assist the Program Manager in the supervision of work of support staff.
11. Perform other duties as may be assigned by the Supervisor.
Requirement
First
level university degree in economics, public policies, development studies or a relevant field.
Asset
An advanced degree on studies on social policies or labour themes or human rights.
Knowledge on labour and social policies.
Knowledge of programme and budget, project administration and evaluation concepts and procedures and of the mandate and structure of labour market institutions in Brazil.
Good knowledge of the context and challenges for the project areas of expertise.
Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications.
Requirement
At least two years of professional experience at the national level in the area of project
management, implementation, monitoring and evaluation.
Asset
Proven experience in working effectively with government bodies in charge of policy making and with development partners.
Requirement
Excellent knowledge of the working language of Portuguese and excellent command of English or Spanish.
Asset
Good knowledge in another UN or ILO language would be an advantage.
