JOB SUMMARY

 

As a Project Officer (Energy), you will actively contribute to VRM by handling energy sector loans, grants, and technical assistance (TA) processing and administration, portfolio management, sector work, and other energy sector activities, covering public and private sector operations.

You will coordinate necessary statistical and analytical requirements for projects for the energy sector in Viet Nam and other DMCs.

You will provide necessary client-oriented support in project administration and portfolio management activities and perform a wide range of project specific activities as may be directed by your supervisor.

You will:

  • Contribute to sector work in the field by assisting in conducting research, updating information, analyzing financial, institutional or economics uses, and preparing reports on the subjects.
  • Act as the national energy sector focal point and maintain close relationships with relevant Government agencies and Headquarters staff.
  • Contribute to the processing and administration of specific loans and TA and engage with RM, HQ and field offices of ADB, Government agencies, development partners, private sector partners, and other stakeholders to facilitate the successful formulation, processing, administration and monitoring of ADB-financed loan and TA projects.
  • Contribute to project review, country portfolio review and country programming missions; Provide inputs for country partnership strategy, country operations business plan, country assistance performance evaluation, and other key meetings and ADB products (e.g.

Asian Development Outlook) relevant to energy.

  • Lead and support project administration of projects with tasks including but not limited to: monitoring of the progress of assigned projects and preparation of project performance reports; preparation and update of forecasts of contract awards & disbursements, identifying factors responsible for shortfalls and expediting achievement of target levels where possible; identification of issues and taking actions to address them through regular interactions with executing agencies (EAs), contractors, consultants, and project beneficiaries; preparing measures to address the issues and implementing the measures; preparation of internal procurement papers, review of procurement documents including draft technical designs and cost estimates, and papers for extension of loan closing dates, reallocation of loan proceeds, changes in scope and implementation arrangements, and other project administration tasks; and conduct of annual review missions with the Government counterpart.
  • Lead and contribute in the preparation of Project Completion Reports and TA completion Reports as assigned.

 

Participate in Project Review or Country Portfolio Review missions as a mission member when required.

Contribute to policy dialogues with government on policy matters and institutional issues.

  • Liaise with and support headquarters and field offices of ADB, Government agencies, development partners, private sector partners, and other stakeholders to facilitate formulation, processing, administration and monitoring of ADB-financed loan and TA projects.
  • Provide advice to government ministries and agencies, executing agencies (EAs) and sector entities on ADB guidelines on procurement, recruitment of consultants, preparation of tender documents, etc.

  • Assist in portfolio management, including undertaking analyses of project performances around implementation, administration and achievements of development outcomes, drafting of correspondences and preparation of background papers for Country Portfolio Review Missions.
  • Maintain close cooperation with other international donors and undertake meetings and consultations with them, especially in areas relating to donor coordination and harmonization in sector work.
  • Perform other duties that may be assigned as reflected in the incumbent’s workplan.

 

Qualifications

You will need:

  • Bachelor’s degree in engineering, economics, finance, or related disciplines preferably with advanced training.

Additional qualifications in energy or related fields will be preferred.

  • At least 8 years relevant experience in project management and implementation.
  • Excellent written and verbal communication skills in English and analytical proficiency and strong numerical skills is required.
  • Familiarity with accepted best practices with local languages and institutions.
  • Proficiency in use of spreadsheets and required information technologies, and in operating microcomputers and using standard ADB software packages for performing word processing, spreadsheets, graphics and database application.
  • Ability to guide administrative staff to facilitate work planning, delivery and quality review.
  • Ability to liaise and work effectively with government officials within own work location.
  • Ability to work collaboratively with teams as a constructive team member.
  • Excellent interpersonal skills and ability to work in a multicultural, multidisciplinary environment.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No.

2.01 (“Recruitment and Appointment’).

This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and residents of Viet Nam.
