JOB SUMMARY

 

Peace and Security Cluster

The UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners.

It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients.

The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

United Nations Mine Action Service (UNMAS)

United Nations Mine Action Service (UNMAS) is a division of the Office of Rule of Law and Security Institutions (OROLSI) in the Department of Peace Operations (DPKO).

UNMAS is mandated by the United Nations General Assembly (RES/68/72) to ensure an effective, proactive, and coordinated response to the problem posed by a wide range of explosive hazards.

Legislative mandates also recognize UNMAS technical expertise in responding to threats posed by unsecured and unsafe conventional weapons and ammunition stockpiles. As an office within DPKO, UNMAS supports peacekeeping and special political missions in accordance with Security Council mandates.

 

 

The Information Management Specialist will support data collection and reporting for the UNMAS opt programme.

Under the supervision of the Head of Project Unit, the Information Management Specialist will:

  • Translate business requirements into functional and technical requirements, working with stakeholders to achieve consensus when needed;
  • Manage and maintain the programme’s IM systems and information architecture using platforms and services such as Google Cloud Platform (including Cloud SQL, BigQuery, and Data Studio in particular), ArcGIS Enterprise (ArcGIS Pro, Operations Dashboard, Survey123, Webapps, Geocortex, etc.), and manage Google G Suite and Google Drive (users, content sharing, and overseeing the Google Drive structure), among others, to facilitate sustainable and insightful information management solutions;
  • Ensure efficient implementation of assigned programmes and activities, focused on system design, planning, and delivery of the UNMAS programmes global IMS, which is based on ArcGIS Enterprise, to facilitate digitized processes supporting the collection, storage and analysis of data.


Coordination and Training

  • Support in in the context of partnership building and consensual decision-making;
  • Contribute to the development and maintenance of technical documentation, guidance, templates and training materials;
  • Present IM products and processes to external audiences and engage in liaison and coordination with external partners;
  • Conduct training and other capacity building activities for PSC personnel and relevant stakeholders on the use of information management, knowledge management and analytics tools.

Analysis and Data Responsibilities

  • Collect data requirements and identify data sources that can be used within tools to support decision making processes;
  • Ensure high data quality standards, data verification procedures implementation and updates, development of relevant guidelines and documentation;
  • Facilitate the integration and use of key data sources across PSC’s systems landscape;
  • Develop various types of information and analytical products used within dashboards and ArcGIS web applications;
  • Provide advice to senior management and help to create special IM projects for use by the Programme or Operations unit;
  • Ensure that the management of IMS content, users, and groups aligns with data security and safety SOPs (protocols), and recommend adapting protocols if data security is found to be insufficient or at risk;
  • Search for innovative remote-sensing and AI data analysis solutions to meet the program’s data product needs.


Team Management

  • Facilitate the engagement and provision of high quality results and services of the Information Management team supervised through effective work planning, performance management, coaching, and promotion of learning and development;
  • Support the oversight, ensuring compliance by team members with existing policies and best practices.

 

 

Education:

  • Advanced university degree (Masters degree or equivalent) in Computer Science, GIS, Statistics, Mathematics, Data Analysis, or another relevant field with 5 years of relevant experience; OR
  • First level university degree (Bachelor’s degree or equivalent) in Computer Science, GIS, Statistics, Mathematics, Data Analysis, or another relevant field with 7 years of relevant experience.

Experience:

  • Relevant experience is defined as experience in design and implementation of complex IM systems (data architecture, enterprise architecture, processes and workflows).
  • Experience in data management (data modelling, database design, migrations, etc.) is required.
  • Python or any relevant scripting experience (JavaScript, etc.) is desired.


Languages:

  • Fluency in English (read, write and speak) is required.
