The Policy, Programme and Intergovernmental Division develops and implements UN Women’s programme of work across its normative, coordination, and operational triple mandate and provides policy advice and guidance and technical support to intergovernmental processes, UN system, and UN Women regional and country offices, among other partners and stakeholders.

The Division is organized in thematic sections, which undertake policy research; analyze data on country, regional and global trends; and propose evidence-based options for global policy, norms and standards as well as for UN Women’s policy advocacy and global programme strategies, including flagship programme initiatives.

With the adoption of the 2030 Agenda for Sustainable Development, UN Women is supporting the implementation of the Sustainable Development Goals (SDGs) towards achieving gender equality and women’s economic empowerment by 2030 to benefit all women and girls.

Economic empowerment is one of the priority areas of UN Women.

UN Women works with governments and partners to promote women’s economic empowerment and increase their access to economic opportunities and outcomes, especially for those who are most excluded.

The recent Economic Empowerment strategy outlines three of the 10 UN Women’s Gender Equality Accelerators (GEAs). The GEA on Transforming the care economy is hosted in the Care and Macroeconomic team within the Economic Empowerment section. To implement the GEA, the TransformCare initiative was created, aimed at transforming the undervaluing and gendered division of care and improve the lives of women and girls across 30 countries and six regions.

In particular, the programme complements existing successful UN Women programmes such as the 3R programme to recognize, reduce and redistribute women’s unpaid care and domestic workloads and overall time poverty, the UN Women-ILO Joint Programme “Promoting Decent employment for women through inclusive growth policies and investments in the care economy”, and guide UN Women in the implementation of the new UN Joint Programme on Unpaid Care, Disability, and Gender Transformative Approach, .

Iimplemented with UNDP, UNICEF, UNFPA, ILO, and OHCHR, and supported by the United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD), this joint programme envisions impacting the lives of persons with disabilities and their unpaid and paid care workers, with a focus on the rights of women care and support workers in Colombia, Panama, Tanzania, Mozambique and Kenya.

The ultimate outcome is that persons with disabilities in particular women with disabilities have the right to choose and control the support and care they receive, enabling them to live independently.

The programme will also aim to reduce women’s time poverty, redistribute care responsibilities, and redefine gender social norms. Additionally, the programme will seek to enhance decent work conditions and equal opportunities for women caregivers, including those with disabilities, providing unpaid care, to persons with disabilities.

Duties and Responsibilities

The consultant will manage and coordinate the key activities under the Gender and Macro Global team including support to regional and country offices engaged in the UN Joint Programme on ´Unpaid Care, Disability, and Gender Transformative Approach’ and other programmes developed under the GEA on Transforme Care Systems the Transform Care Global Initiative and other care related programmes.

The main responsibilities will be:

  • Support the development of a Training manual module on disability and care work and facilitate its integration in other training materials developed by the UN Joint Programme on ´Unpaid Care, Disability, and Gender Transformative Approach´ as well as in other training materials produced on care.
  • Provide inputs and support global team, regional and country offices engaged in the UN Joint Programme on ´Unpaid Care, Disability, and Gender Transformative Approach’ in knowledge building and sharing, communications and advocacy.
  • Support the coordination, development, mapping and dissemination of knowledge products on care and macroeconomics, including liaising with copy editors and designers.
  • Support internal and external communications and media, ensuring effective visibility of care programmes results and products.
  • Support in the conceptualization, content development and organization of internal and external events, advocacy spaces, workshops, trainings, and peer learning events on care and macroeconomics, including logistical support, preparation of inputs for concept notes, support in the preparation of documentation, content writing, presentations and talking points.
  • Update and maintain the data base on internal and external interventions, power point presentations, talking points on care and macroeconomics.
  • Design and maintain a database to track record of the progress of key indicators on the care programmes.
  • Support programme and operational elements for the implementation of global care programmes, including internal processes related to hiring of consultants, payments, project-related procurement, travel, and partner engagement in the Care and Macroeconomics team.

Required Skills and Experience

Education and Certification:

  • Master’s degree or equivalent in international development, Gender Studies, Sociology, Economics, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A least 2 years of progressively responsible experience in international development, with a focus on gender equality and women’s economic empowerment including care.
  • Demonstrated experience in supporting programme operations and implementation in the area of women’s economic empowerment is required.
  • Experience in supporting development and dissemination of knowledge products and training materials in the area of gender equality and women’s economic empowerment preferably care is required.
  • Experienced in effective communications and social media messaging is an asset.
  • Excellent written and verbal communication skills.
  • Excellent coordination and organizational skills.
  • Experience working with the UN system an asset.
  • Availability to work on a full-time bases, remotely in a time-zone within 6 hours of EST.

Languages:

  • Fluency in English is required.

Knowledge of French, Spanish or Arabic or any other UN official is an asset.
