About this position

 

 

We are looking for an experienced, knowledgeable, and agile Project Management Consultant. As Project Management Consultant, you will work with the Coordination Unit with responsibility for Special Projects/Initiatives in the Office of the Prime Minister of The Bahamas that leads and coordinate efforts/actions among various government and non-government stakeholders for planning, implementation, monitoring, and reporting on the achievement of specific project outcomes, goals and objectives.

 

The Inter-American Development Bank is providing support to The Bahamas for the achievement of its policy ambition for expansion of its systems of protected areas with specific focus on Marine Protected Areas (MPAs).

Specific technical assistance is being provided to key government agencies and strategic conservation organizations for institutional strengthening and greater effectiveness and efficiency for conservation and management of protected areas. As part of these efforts, support is being provided to the Coordination Unit in the Office of the Prime Minister of The Bahamas which is responsible for leading and coordinating actions among multiple stakeholders including government agencies, conservation organizations, and development partners for the mobilization of resources, planning and implementation of key initiatives and actions for the achievement of prioritized conservation commitments.

 

You will work for the Climate Change Division (“CSD/CCS”), which is part of the Climate Change and Sustainability Sector (“CSD”).

This team is responsible for advising IDB management and developing policies, strategies, operational guidelines, and programs on issues relevant to the sector, as well as related areas. In addition, CSD carries out relevant sector research, analytical work, sector practices and case studies on climate change and sustainability. As a division of CSD, CSD/CCS provides support: (i) in the mainstreaming of climate change in the actions and operations of the IDB group and (ii) in the mainstreaming of climate change in the regional countries of the IDB group through support to the ministries of environment, planning, and economy and finance of the region.

Both axes share the objective of strengthening climate policy at the subnational, national, and regional levels.

 

 

What you’ll do

  • Support the formation of a Special Projects/Initiatives Coordination Unit in the Office of the Prime Minister.
  • Provide day to day support of the activities and work associated with setting up the Coordination Unit.
  • Guide preparation of an Annual Workplan for the Special Projects/Initiatives that includes a detailed timetable of activities, the resources needed, targets to be achieved in each activity, and the actions needed to achieve them.
  • Make recommendations on how to implement Special Projects/Initiatives Workplan with the view that all outputs should be delivered within the specified time frame and budget.
  • Support coordination needed in the implementation of the Special Projects/Initiatives activities with all relevant stakeholders including GoBH, IDB and relevant partners.
  • Provide input in maintaining an up-to-date timetable of activities to be reported periodically to the Working Groups and Specialized Committees and submit any changes for consideration.
  • Identify, and communicate, and recommend actions addressing any obstacles that may affect the Annual Workplan or budget, in a timely manner.
  • Support the preparation of Terms of References, selection criteria and contracts for the hiring of staff for the Coordination Unit and consultants, consulting firms, as required.
  • Support the implementation of the Procurement Plan where applicable, for the implementation of Special Projects/Initiatives.
  • Support the planning and coordination of the Working Groups and Specialized Committee meetings.
  • Attend all meetings of the Working Groups, Specialized Committees, and other relevant meetings, as required.
  • Provide support to the GoBH and partner agencies involved in the implementation Special Projects/Initiatives.
  • Provide support to GoBH to identify staffing and training needs of the Coordination Unit and partner government agencies for successful project implementation.
  • Support the promotion of Special Projects/Initiatives and dissemination of results.
  • Perform all administrative and general coordination tasks with the IDB needed for the implementation of Special Projects/Initiatives.

Deliverables and Payments Timeline

 

 

This consultancy should not exceed 240 days.

For each deliverable under this contract, the contractual and the supervisor will agree on a number of days of effort required to deliver the product as well as the need for any travel requirements to ensure quality of products.

Once the respective assignments are completed and approved by the supervisor, payments will be made based on the number of days required and upon submission of an invoice. In case of any travel required by the contractual, all travel costs and per diem will be previously approved by the supervisor and covered by the Bank according to its policies and procedures.

What you’ll need

 

 

  • Education: Master’s degree or equivalent in natural resources management, environmental studies, or other field relevant to the responsibilities of the role.
  • Experience: Minimum of 5 years of relevant professional experience or the equivalent combination of education and experience in marine conservation, natural resource management, marine protected area management and experience in managing internationally funded development projects.

Prior experience in the management major projects with multi-stakeholder engagements, will be an asset.

  • Languages: Proficiency in English

Requirement

 

  • Citizenship: You are a citizen of one of our 48-member countries.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
