The International Atomic Energy Agency (IAEA) promotes the peaceful use of nuclear technology while ensuring that nuclear materials are not diverted for weapons purposes. The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America and the Caribbean), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT).
It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA Medium Term Strategy.
The Division of Programme Support and Coordination (TCPC) is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the TC programme.
This includes quality assurance and enhanced results-based programme management, training and capacity development, efficient management of financial resources, data and information, as well as outreach and reporting.
The Quality Assurance Section (TCQAS) is responsible for the management of quality in TC process and policy development.
It defines quality criteria, performance indicators and review mechanisms and facilitates their implementation, promotes results based management as an approach to quality, and prepares and delivers training and learning tools for IAEA staff and Member State personnel involved in the TC programme.
Main Purpose
Under the supervision of the Section Head and in close collaboration with TC Directors, Section Heads and programme managers, the Monitoring Officer is responsible for the enhancement and management of the TC programme/project monitoring and reporting system notably focussing on project impacts and results.
Role
The Monitoring Officer works along all phases of the project cycle.
In particular the Monitoring Officer is: 1) a specialist in results-based monitoring of TC programmes and projects; 2) a planner and facilitator for the implementation of results-based project monitoring and; 3) a manager and content analyst of periodic reporting with particular focus on achievements and impacts.
Functions / Key Results Expected
– Manage and continuously update the integrated, results-based monitoring plan for the TC programme and projects as the basis for reporting.
– Manage and facilitate the implementation of the TC project monitoring system including analysis of performance indicators, reporting of achievements and impacts, lessons learned, ensuring compliance with quality assurance criteria and monitoring guidelines.
– Develop and/or enhance the monitoring and results reporting system through analysis of best practice approaches, methodologies and techniques of project monitoring in technical cooperation.
– Analyse and synthesize recommendations made in periodic project reports and in expert missions and duty travel reports and monitor and facilitate their implementation in cooperation with Regional Divisions.
– Identify and coordinate multilevel and multipurpose information requirements for TC management and stakeholders and prepare reports based on results and impacts of projects.

Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $77326 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 45158*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
