JOB DESCRIPTION

Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counterterrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE works for stability, peace and democracy for more than a billion people, through political dialogue about shared values and through practical work that aims to make a lasting difference.

With its institutions, expert units and network of field operations, the OSCE addresses security issues, including arms control, terrorism, good governance, energy security, human trafficking, democratization, media freedom and national minorities.

The Evaluation Unit of the Office of Internal Oversight is looking to expand its Roster of Evaluation Consultants and seeks expressions of interest from qualified independent evaluators and evaluation consultants with experience in conducting thematic, strategic, programme and/or project evaluations in the thematic areas of OSCE’s work, and evaluation syntheses.

The Office of Internal Oversight (OIO) is part of the OSCE Secretariat in Vienna, Austria.

OIO is responsible for planning and delivering internal audits, investigations, and independent evaluations. Independent evaluations led by OIO mostly focus on strategic issues and thematic areas of relevance to the Organization from a cross-organizational perspective. In addition, OSCE structures commission decentralized evaluations of specific projects and/or programmes, in line with https://www.osce.org/oio/535323. The roster will be used for both types of evaluations.

Joining the roster: Interested candidates are invited to apply and indicate how their evaluation experience is relevant to OSCE evaluations, what types of evaluations they have conducted (projects, programme, thematic and/or strategic evaluations), their specific areas of expertise (thematic, geographical and/or methodological), and the types of roles held on evaluation teams (evaluation team lead, quantitative or qualitative analyst, survey research specialist, etc.).

Once admitted to the roster, members will be considered for upcoming evaluation consultancies with OIO or OSCE structures commissioning decentralized evaluations.

Shortlisted members will be contacted regarding specific consultancies and requested to confirm their interest and availability, and may be invited for an interview and/or written test.

Evaluation consultants are expected to have expertise in conducting evaluations related to areas of the OSCE’s work, which include conflict prevention and resolution, arms control, border management, countering terrorism, policing, reform and co-operation in the security sector, economic activities, environmental activities, good governance, democratization, human rights, elections, media freedom, national minorities, Roma and Sinti, rule of law, tolerance and non-discrimination, combatting trafficking in human beings, cyber/ICT security, gender quality, education, migration, and youth.

Objective of Assignment:

The objective of this roster call is to invite qualified evaluators to join the OSCE roster of evaluation consultants for OIO led independent evaluations and decentralized evaluations.

Duration of Assignment:
This is a roster call. Duration of the assignment depends on the tasks and deliverables assigned.

Tasks and Responsibilities:

Once on the roster, evaluation consultants might be hired to conduct or support the conduct of an OIO independent evaluation or a decentralized evaluation.

Assignment-specific tasks and responsibilities will be outlined in the terms of references that candidates short-listed for a specific evaluation assignment will receive.

Evaluation consultants shall apply UNEG evaluation norms and standards and carry out assigned tasks in close and regular communication with an OSCE evaluation manager. Consultants should not have any conflict of interest in evaluating OSCE’s interventions.

Necessary Qualifications:

  • Second-level university degree in social sciences or a related field (social science, international relations, economics, evaluation, etc.);
  • A minimum of 6 years documented experience in conducting independent and/or decentralized evaluations of OSCE-related areas of work for international organizations, INGOs or governments;
  • Sound knowledge of international evaluation norms and standards, processes, and designs;
  • Proven experience with quantitative and qualitative methods for data collection and analysis;
  • Ability to use relevant software applications to administer, analyse and visualise survey data, interview and focus group data, numerical data, textual data etc
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into evaluations;
  • Excellent report-writing skills and the ability to convey complex information in a logical, clear and concise manner as demonstrated by previous evaluation reports;
  • Ability to make clear presentations relevant to target audiences;
  • Professional fluency in English (both written and spoken), knowledge of another OSCE language would be an asset.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
