Junior Professional Associates – Program Description

The Junior Professionals Associate Program (JPA) offers an exceptional opportunity for recent graduates to embark on a professional journey, providing a three-year contract with valuable work experience within a diverse and dynamic environment and the potential of field work experience.

Specific Unit Description – The Environment, Natural Resources and Blue Economy (ENB) Global Practice (Eastern and Southern Africa, SAEE3)

The Environment, Natural Resources and Blue Economy (ENB) Global Practice has five key business lines consisting of Lending and non-lending services in (1) Forests, Watersheds and Sustainable Landscapes (‘Green Business line’); (2) Marine, Coastal, Aquatic Resources and Ocean Health (‘Blue Economy Business line’); (3) Pollution Management and Environmental Health (‘Pollution Management Business line’); (4) Environmental Economics, Policies and Institutions Business line, and (5) Safeguards/ Environmental Risk Management Business line: delivery of effective environmental risk management and sustainability by managing risk at the project level and creating opportunities to advance sustainable development.

The ENB Global Practice in Sub Saharan Africa consists of four units: Two in West and Central Africa Region, and two in East and Southern Africa Region.

The SAEE3 covers parts of Eastern and Southern Africa, includingIndian Ocean islands; and manage operations in a variety of areas such as natural resources management. The unit is supporting Democratic Republic of Congo (DRC) government commitment through a comprehensive and strongly integrated portfolio of investment operations and technical assistance, focusing on sustainable landscapes and forestry management, climate change action, and carbon finance.

Duties and Responsibilities

The Junior Professional Associate (JPA) is expected to be an integral part of the ENB task team working on DRC, and perform the following tasks:

• Strategy and business development: Support the DRC ENB task team in business development initiatives, such as expanding ENB contribution to other GP-led operations and developing a pipeline of new ENB-led investments and analytical products.

• Technical support: Provide key technical contributions to investment projects’ design, preparation, and implementation, and to the design and implementation of analytical products.
• Quality assurance: Contribute effectively to quality assurance of both investment operations and analytical products.

• Coordination: Support consistent and effective coordination of tasks, responsibilities, and deliveries across task team, other Bank departments, and with client counterparts.
• Corporate requirements: Contribute to ensure timely and quality reporting for varying corporate requirements throughout the course of the fiscal year.

• Communication: Assist the task team in the preparation and dissemination of relevant communication material related to the portfolio; support the organization and roll-out of workshop, stakeholder meetings, and other portfolio related events.

• Support the DRC Country Management Unit (CMU) and the SAEE3 in general in the country dialogue and corporate commitments related to forests, climate change and natural resources management.
• Other: Perform other duties and functions as assigned by the ENB task team in DRC.

Selection Criteria

• Master’s degree in environmental studies, economics, sustainable development studies, or a related field.
• Strong technical skills in environment and natural resources management.

• Minimum of 3 years of professional expertise in sustainable landscape management, sustainable forestry, and familiarity with carbon finance operations, preferably within the context of DRC.

• Minimum of 3 years of experience in the international development field, preferably with international financing institutions. Familiarity with World Bank operational policies and procedures, investment lending, and analytical studies’ preparation would be an advantage.
• Understanding of the DRC context, with specific reference to the landscapes and forestry domains.

Familiarity with WB portfolio of ENB activities in DRC would be an advantage.
• Solid quantitative skills, including on economic and financial analysis, data collection and data analysis, and quality assurance capabilities.
• Excellent analytical and research capabilities, especially in the field of natural resources management, sustainable landscapes, forestry, and carbon finance.
• Excellent workflow management and task organization skills, with the ability to coordinate responsibilities and work independently.
• Excellent written and oral communication skills including the ability to draft concise reports and correspondence.
• Strong interpersonal skills, including the ability to work effectively across different range of stakeholders.

• Fluency in English and French.
