In January 2021, UNDP Tajikistan with financial support from Government of the Russian Federation, through the Russian Federation – UNDP Trust Fund for Development launched the “Accelerating Post COVID-19 Economic Recovery through Improved Livelihood, Employability, and Regional Cooperation in Ferghana Valley” (RTC) project. The “Accelerating Post COVID-19 Economic Recovery through Improved Livelihood, Employability, and Regional Cooperation in Ferghana Valley” project is focused on strengthening livelihood and resilience potential of people living in the Tajik part of Ferghana Valley, contributing to recovery from COVID-19 impact and solidifying social cohesion in cross-border areas.
The project is implemented in close cooperation with the Ministry of Economic Development and Trade of the Republic of Tajikistan, Ministry of Labour, Migration and Employment of Population of the Republic of Tajikistan, Administration of Sughd region and other governmental and civil society organizations. The key Development Goal of the project is to restore and improve livelihoods, promote productive and decent employment and increase income generation opportunities through innovation for sustainable enterprise development and cross-border trade promotion in Ferghana Valley in Tajikistan.
The Project will target vulnerable women and men, youth, retuned migrants and SMEs in Sughd province, living and working in rural districts bordering with Kyrgyzstan and Uzbekistan, considering their vulnerability to unemployment, social exclusion, social tensions in border areas. A special focus will be on activation of young men and women, who are not in education, employment, or training (NEET). The project will apply a gender-sensitive approach to reach girls and women, to equip them with employable knowledge and modern skills, and empower them to engage more actively in economic activities.
The following outcomes and outputs are envisaged to be achieved by the project:
Outcome: Regional and local governments, MSMEs and people effectively adapt their business and livelihoods strategies to withstand the social and economic challenges triggered by COVID-19 and other economic risks.
Output 1: Enhanced opportunities to reskill and upskill targeting unemployed young women and men, returned migrants and people from vulnerable households;
Output 2: Innovations for stimulation of entrepreneurship and income-generation for vulnerable communities in bordering areas;
Output 3: Promoting startup platforms and development of trade potential across Ferghana Valley
Within the delegated authority and under the supervision of UNDP RTC Project Manager or his/her designated mandated representative(s), the UN Volunteer will provide:
1.
Programmatic support:
– Provide programmatic support in planning, implementing, reporting and monitoring activities in accordance to the Project Document (e.g. support in preparation of project Annual Work Plan, support in implementation of project activities, project reporting, etc.).
– In close collaboration with project team members develop innovative solutions and approaches for successful implementation of the project activities (e.g. enhancement of local governance, SDG localization, local economic development, improving investment climate, introduction of new technologies for farmers, promotion of domestic/local employment).
– Maintain a clear schedule of reporting to ensure timely preparation, clearance and submission of all reports, including quarterly, semi-annual, and annual programmatic reports in the form and substance satisfactory to UNDP and donor.
– Monitor and evaluate efficiency, effectiveness, impact and sustainability of project interventions and maintain project monitoring database.
– In consultation with the CO Communications Analyst, ensure effective communication and publicization of project interventions and achievements.
– Develop sub-projects atlas and related brochures of the project, highlighting achieved results that raises awareness among partners, SC members, general public and donors.
– Provide support in planning and implementing operational activities in accordance to Project Document (e.g., drafting and monitoring of project budget, support with initialization and follow up on project related procurement cases, liaise with contractors, etc.).
– Prepare ToRs for consultants, experts and service providers and support organizing selection, recruitment and development of mission programmes of international and local experts, as required according to UNDP rules and regulations.
– Assist in organization of different project related events (e.g.
workshops, seminars / training, project Steering Committee Meetings), design agendas and take notes, perform translation when necessary;
– Ensure timely delivery of project activities and results.
– Continuously analyze, record and report on relevant project activities, issues, risks, etc. to ensure the quality assurance of project interventions.
– Work collaboratively in a team environment with other colleagues in UNDP CO, UNDP LIICs as well as project
– partners to ensure successful implementation of project activities related to M&E and communication.
– Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the necessary project related reports.
– Contribute to the effective cooperation and partnership with national and sub-national government partners, civil society institutions, other development programmes and agencies active in the targeted areas in relation to project activities.
– When requested by supervisor take part in meetings and events organized by UNDP and/or other partners, including government, on topics relevant to RTC project scope and inform supervisor on results of meetings.
– Provide inputs in the development and producing knowledge products, i.e.
case studies, success stories, lessons learnt reports, press releases and etc.
Understanding of development context and work experience with international development agencies is an added advantage. Affinity with the mandate and role of the United Nations Accountability
project implementation, including the ability to manage conflicting priorities and tight timelines.
The candidate should be able to demonstrate a clear understanding of the basic concepts of local economic development and project management.

Excellent computer skills, including full command of text and spreadsheet programmes, data bases and web-based communication tools.
