UNIT CONTEXT
The World Bank Group (WBG) supports the Sustainable Energy for All initiative and is committed to working towards accomplishing the initiative’s three goals by 2030: i) universal access to electricity and clean cooking fuels; ii) doubling the share of the world’s energy supplied by renewable sources from 18 percent to 36 percent, and iii) doubling the rate of improvement in energy efficiency.
Infrastructure Practice Group

Globally, one billion people live more than 2 kilometers from all-weather roads, 685 million people lack electricity, and nearly 4 billion people lack Internet access.

Access to basic infrastructure services is critical for creating economic opportunities for the poor.

The Infrastructure (INF) Practice Group within the World Bank is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. The INF Vice Presidential Unit (VPU) currently consists of four global practices (GPs): Energy & Extractives (EEX); Transport; Urban, Resilience and Land (URL), and Infrastructure Finance Practice (IFP). It oversees the Bank’s work across energy and transport sectors, urban development, as well as efforts to promote energy transition, low-carbon transportation, livable cities, disaster risk resilience, land management, and quality infrastructure services through public-private partnerships.

As part of the Infrastructure Practice Group, the Energy & Extractives (EEX) Global Practice (GP) focuses on providing affordable, reliable and sustainable energy to meet the needs of fast-growing economies, ensure universal access to modern energy services for people in client countries, strengthen policy and institutional frameworks to promote transparent and equitable growth of the extractives sectors for public benefit. There is a strong emphasis on private sector resource mobilization and catalyzing financing from commercial and other sources of development and climate finance.

The Africa energy sector grouping consists of four units across two regions of Eastern and Southern Africa (AFE) and Western and Central Africa (AFW), each managed by a Practice Manager.

The units together total over 120 staff of which 58% (over 70) are based outside the US, and more than half of the operational and advisory activities are managed /led by field-based staff.  The Bank is engaged in all aspects of the electricity sector – generation, transmission, distribution, rural electrification, and off-grid.

The Africa Energy Program in Western and Central Africa currently comprises about 41 projects with a value of over US$9 billion, covering reforms (sector and corporate governance, energy security and the environment, regional energy trade, public-private partnerships, energy efficiency, etc.) and investment support in power generation, power and gas transmission and distribution, regional connectivity, rural energy services, renewable energy development, low-carbon and climate friendly initiatives.

The Program uses a variety of instruments, including investment lending, guarantees for public private partnerships, and development policy lending.

In addition, the Bank manages a strong knowledge agenda to inform the policy dialogue in the sector.

The AFW Energy Program is now at a turning point since the Bank has embraced the objective to provide electricity access to additional 250 million people by 2030. As a result, all Units are gearing up efforts and new lending is expected to reach approximately US$2 billion per annum.

The IAWE2 (West Africa) unit seeks an experienced Senior Power Engineer based in Washington D.C.

to provide (i) technical support to the Unit’s operations, including cross-border infrastructure projects, and investments and advisory services to help advance the regional power market of the WAPP; and (ii) technical support/advice on the preparation and supervision of technical assistance and infrastructure projects geared towards the expansion and digitalization of power generation, transmission and distribution segments in West African countries.

In West Africa, where insufficient electricity supply is a major barrier to expanding access, regional power system integration and clean energy transition are key areas of focus to help countries achieve energy security.

Also, reforms remain critical to improve the financial standing of power sectors and utilities and ultimately create the conditions for private investment.

Finally, renewed focus will be given to electrification, based on attentive planning and a combination of grid-based and decentralized solutions as the WBG joins forces with other partners to increase energy access to at least 300 million people in Africa.

Duties & Accountabilities

The Senior Power Engineer will help strengthen the Unit’s technical competencies and interface with relevant stakeholders (power utilities; project implementation unit – PIUs; energy-sector concerned government agencies; development partners; consultants and contractors), with the ultimate objective to achieve high-quality and smooth preparation and implementation of projects and reliable operation of power systems.

Overall, the selected candidate will serve as focal point on power systems engineering and, in this field, will provide technical leadership in support to project design, preparation and supervision; interface with clients and development partners; and knowledge development.

The duties and accountabilities of the Senior Power Engineer (SPE) will be as follows:
Technical leadership, knowledge sharing and capacity building
  • Provide technical leadership to the Bank’s engagement in the WAPP region, and in particular programs/projects/advisory services and technical assistance supporting the development and operation of the regional power system (development of gas-to-power, RE and other generation projects; cross-border infrastructure, synchronization of the regional power network; establishment and operation of the regional power market; etc.)
  • Help define and implement the next phase of assistance to the WAPP, and in particular assess gaps, identify priorities and provide supervision of the Bank’s activities related to: (i) update of the Regional Master Plan and identification of priority regional infrastructure projects; (ii) establishment of the Information and Coordination Center (ICC) and its functions as System and Market Operator; and (iii) coordination with development partners to ensure effective collaboration and exchange of experience/knowledge on technical aspects of the regional energy sector agenda.
  • Lead analysis and other technical tasks related to the preparation and implementation of transmission/generation projects at the country and regional level, covering the core elements of electrical planning, feasibility, engineering, implementation, operation, and maintenance.
  • Provide advice to clients on power system planning, and on design, procurement, and construction aspects of generation and transmission investments, as part of the overall effort to build up capacity and transfer knowledge during project preparation and implementation.
  • Design, lead and/or contribute to studies related to power transmission systems, including planning, expansion and rehabilitation, and transmission status monitoring,
  • Share recent global developments on energy technologies and on cross-cutting issues concerning construction and operation of generation, transmission systems, regional market development, and integration of RE.
  • Assure that the best technical practices and latest approaches are applied to each energy project,
  • Provide inputs to the teams working on grid integration of variable renewable energy (VRE), including on interconnection of VRE projects to transmission and distribution grids, transmission planning in view of higher penetration of VRE, transmission reinforcement and expansion, interconnection studies between different balancing areas, grid codes and smart grid technologies,
  • Provide advice to improve the quality of generation and transmission projects in general, including through quality assurance and staff mentoring
Project preparation and implementation
  • Provide inputs to Task Team Leaders (TTLs) and project teams on technical aspects and interface with project counterparts throughout preparation and implementation of investment projects and technical assistance.

This includes assessing the technical skills of project counterparts and providing recommendations for capacity strengthening to ensure robust project execution;

  • Lead review of technical analysis (feasibility et al.) and all technical aspects of investments preparation (technology choice, corridor identification, system stability issues, technical features, minimization of environmental and social impacts, long-term sustainability of infrastructure, etc.)
  • Provide inputs and guidance to TTLs on technical, operational, and fiduciary issues associated with the construction, operation, and maintenance of infrastructure assets.

 

This includes providing advice on how to minimize risks and address contingencies (procurement, safeguards) if they arise.

  • Assist TTLs in the strategic dialogue with partners (governments, donors, consulting engineers, companies etc.)
  • Provide support and guidance to TTLs, teams and project counterparts at all stages of the procurement cycle (bidding document preparation, tendering, contracting, contract execution, etc.), ensuring adherence to World Bank’s policies and contractual agreements, identifying and/or validating contract amendments and advising concerned parties on contractual rights and obligations.
  • Support supervision, monitoring and evaluation of project activities, in coordination with relevant counterparts and external experts as needed.

 

This includes pro-actively monitoring project progress, identifying implementation issues, and proposing solutions/measures for project turnaround.

  • Coordinate with co-financiers on procurement activities to ensure overall consistency.

 

 

Selection Criteria

 

• Master’s degree or equivalent in power engineering and/or related technical fields relevant for the power sector.
• Deep technical knowledge of the power systems, especially in matters related to planning, construction, and operation of power generation plants and transmission systems.

• At least 8 years of relevant energy sector experience, and notably in planning, designing, and implementing power infrastructure projects including gas-to-power and RE generation, power transmission and distribution, and on-grid and off-grid electrification.

Hands-on experience in managing infrastructure projects is a distinct advantage.

• Recognized and extensive track record in providing technical leadership for the preparation/execution of complex infrastructure projects.

A consistent track record in carrying out high quality and timely analytical work would be advantageous.

• Extensive work experience in West Africa countries, including FCV countries. The ideal candidate will have combined experience at the World Bank, other international institutions and/or companies, government agencies, and/or power sector utilities with consistent record of successful engagement with complex projects.

Extensive experience with multi-donor funded projects, and in interacting with different development agencies is a plus.

• Deep understanding of energy sector policies and regulations, institutional and legal frameworks, and private sector participation, and experience in leading and/or supporting policy dialogue with clients and partners on all these matters.
• Extensive familiarity with the World Bank’s other International Financial Institutions’ fiduciary policies, including procurement, safeguards, and financial management.
• Active listening skills, excellent interpersonal skills, ability to build positive relationships with colleagues across units and departmental boundaries in a multi-cultural environment with teams located in different countries.
• High level of excitement, ability to work independently, taking initiative, and flexibility in quickly adjusting to changing work program requirements.
• Ability to lead and mentor junior staff, advise, and guide senior staff.
• Proven experience and ability to liaise with clients and partners and handle sensitive dialogue with tact and diplomacy.
• Excellent oral and written communication skills in English and French, including an ability to communicate complex issues in simple terms and to engage in evidence-based dialogue with clients.
• Full proficiency in spoken and written French is required.
