Job Purpose and Organizational Context

The Special Programme is part of the sub-programme 5 on chemicals and wastes in UNEP’s Programme of Work, to support institutional strengthening at the national level to enhance the implementation of the Basel, Rotterdam and Stockholm conventions, the Minamata Convention and the Strategic Approach to International Chemicals Management (SAICM).

It specifically addresses expected accomplishment (a) that countries increasingly have the necessary institutional capacity and policy instruments to manage chemicals and waste soundly including the implementation of related provisions in the multilateral environmental agreements (MEAs).

The objective of the Project is to support country-driven institutional strengthening at the national level, in the context of an integrated approach to address the financing of the sound management of chemicals and wastes, taking into account the national development strategies, plans and priorities of each country, to increase sustainable public institutional capacity for the sound management of chemicals and wastes throughout their life cycle.

Institutional strengthening under the Special Programme will facilitate and enable the implementation of the Basel, Rotterdam and Stockholm conventions, the Minamata Convention and the Strategic Approach to International Chemicals Management (SAICM).

The first session of the United Nations Environment Assembly (UNEA-1), in June 2014, in resolution 1/5 on Chemicals and Waste, further adopted the terms of reference for a Special Programme, to be funded by voluntary contributions, to support institutional strengthening at the national level to enhance the implementation of the Basel, Rotterdam and Stockholm conventions, the Minamata Convention on Mercury and the Strategic Approach to International Chemicals Management (SAICM).

The Special Programme is one of two complementary elements of dedicated external financing under the integrated approach, with the GEF being the other element.

Following the third call for applications, the Government of Pakistan submitted their application for funding from the Special Programme Trust Fund to strengthen their capacities for national implementation of chemicals and waste related international agreements.

The Executive Board of the Special Programme, at its fourth meeting held from 29 to 31 January 2019 in Geneva, Switzerland, approved the application submitted by Pakistan.

Eventually, Ministry of Climate Change and United Nations Environment Programme (UNEP) signed the project titled “strengthening of national legislation and capacity building of stakeholders for sound chemicals and hazardous waste management in Pakistan”. The main objectives of this project are:

  1. Capacity building and training of stakeholders for the sound Chemical & Hazardous Waste Management (C&HWM) in Pakistan
  2. Develop national C&HWM policy and regulations (including standards, regulation, labeling, licensing, penalties, ban for transport, marketing, processing, production).
  3. Sensitization of Federal Board of Revenues (FBR) for updating of their HS coding and GHS for chemicals and link them to SAICM 2020 goal.
  4. Establishment of a national specialized directorate on C&HWM in Pakistan.
  5. Development of specific guidelines for the integration of C&HWM issues/priorities in national developmental budgets, policies, plans and other broad level decision making processes and implement them under jurisdiction of specialized directorate for C&HWM in future.
Duties and Responsibilities

The Technical Officer will provide support to the smooth implementation of the project activities and will ensure delivery against project components by maintaining strong coordination with key stakeholders and supporting the reporting and process facilitation.

Technical Officer will be hired as a project staff member for the duration of the project whom duties will include the following specific responsibilities in relation to the above objectives of the project:

1) Support implementation of Special Programme Project to ensure achievement of project objectives by doing the following activities:

  • Support Project Senior Leadership in overall general coordination, evaluation, management and supervision of project implementation;
  • Coordinate in drafting or revision of relevant project documents focused on strategic outcomes and outputs as necessary; including inception report, annual work plans, interim and final progress reports;
  • Ensure timely reporting and communication with expert committees, donors, government and other key actors;
  • Coordinate guidance and support so that project activities comply with donors’ work plans, strategies and principles;
  • Prepare implementation work plan and ensure timely revision of the plans as per relevant information provided by the project senior leadership.

2) Improve coordination by maintaining strategic collaborations focusing on the following:

  • Provide technical support in organizing expert committees’ meetings, workshops and training programmes designed for stakeholders, with respect to project review cycle;
  • Ensure coordination and networking with stakeholders and programme partners;
  • Identify ways to establish close working relationships with relevant government sectors, UN Agencies, Academia, NGOs, private sector and civil society;
  • Coordinate with Project Focal Point in documentations for the meetings;
  • Draft and manage correspondence, briefings, minutes with key partners and stakeholders;
  • Improve project visibility through the organization of high-level events and briefings for key stakeholders.

3) Manage effective reporting mechanisms for the project through the following activities:

  • Participate in the drafting and development of interim and annual progress and financial reports;
  • Collect information and develop and update programme management and other documents;
  • Support knowledge management processes, and data compilation through consultants and other partners;
  • Prepare technical TORs for different consultancies and expert committees required for project activities and support in evaluation of credentials, proposals and reports provided by the consultants and experts;
  • Prepare agenda and TORs for technical meetings, trainings, workshops and expert committees’ meetings.

4) Improve process flow for the project by supporting the following:

  • Follow-up with counterparts to support approvals and resolve outstanding issues;
  • Attend occasional site visits for inventories and other meetings when required;
  • Arrange surveys when necessary for major works;
  • Coordinate travel and itineraries on an as-needed basis;
  • Provide other administrative and operational support to Senior Leadership;
  • Perform others coordinating tasks as appropriate for the successful implementation of the project in accordance with the project document.
Impact of Results

The key results have an impact on enhancing Pakistan’s capacity for sound chemicals and hazardous waste management.

The efforts will enhance national legislation, capacity building, and stakeholder training, thereby contributing to the effective environmental friendly arrangements leading to achieving sustainable institutional capacity for managing chemical and waste, in line with national development priorities and international standards.

Required Skills and Experience

Education:
  • Advanced university degree (master’s degree or equivalent) in Environmental Sciences, Public Policy, or chemical management preferably with specialization in policy evaluation, or
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in field of Chemical & Hazardous Waste Management projects and policy analysis;

Required Skill(s): 

  • Good understanding of national and international environmental governance framework;
  • Prior working experience with chemical management governance infrastructure analysis;
  • Understanding of technical sessions and trainings arrangements;
  • Good understanding of HS and GHS coding system and its applications;
  • Demonstrated knowledge regarding integration of chemical related issues into national priorities;
  • Strong analytical and policy report writing and review skills;
  • Ability to cope with uncertainty and to work under pressure

Desired Skill(s):

  • Experience of working with Ministry of Climate Change, UNDP or another UN agency would be an asset;
  • Experience in organizing technical meetings, workshops and training sessions is preferable;
  • Extensive experience in environmental governance framework analysis and chemicals inventories development;
  • Demonstrated knowledge of the process of integration of chemical/environmental issues in national priorities;
