JOB SUMMARY

 

Organizational Setting

The Guyana Lands and Surveys Commission (GLSC) and FAO are implementing the project Mainstreaming Sustainable Land Development and Management in the Cooperative Republic of Guyana (SLDM).

The project aims at establishing an enabling environment for promoting sustainable and climate-resilient land development, management, and reclamation in support of Guyana’ s Low Carbon Development Strategy (LCDS) through activities working at (i) streamlining policy, regulation, and governance; (ii) developing institutional and human capacities; and (iii) strengthening local governance in the three regions where the project is implemented.

Implemented at three levels – national, regional, and local – the SLDM project is designed to create an enabling legal and policy framework informed by policy feedback loops nurtured with ground reality and inclusive participation.

Reporting Lines

The Specialist will work with the relevant GLSC teams in the Divisions, specifically the: Land Administration (LA), Information System (IS), Land Information and Mapping (LIM), Surveys, Legal, Finance and Land Policy, Planning and Projects (LPPP) Divisions.
The Land Administration Specialist will support the development of the Next Generation Lease Management System, focusing on business process re-engineering, data conversion, integration, and deployment.

Technical Focus

The Specialist will work with the relevant GLSC teams in the Divisions, specifically the: Land Administration (LA), Information System (IS), Land Information and Mapping (LIM), Surveys, Legal, Finance and Land Policy, Planning and Projects (LPPP) Divisions.

Key tasks include:
•    Designing and implementing infrastructure for data capture, management, updating, and digitization of land registers and cadastral survey plans for the different registration processes (leasing, deeds, titles, and others).
•    Developing operational standards and methods for data and document management.
•    Analyzing and re-engineering GLSC Standard Operating Procedures (SOPs) and management systems, updating workflows, and providing relevant training.
•    Advising and assisting with the implementation of the integrated Next Generation Lease Management System.
•    Training GLSC staff in data model development and adaptation.
•    Coordinating the development and oversight of the NextGen lease management system with GLSC and FAO teams based on the project roadmap.

 

Tasks and Responsibilities

The Land Administration Specialist’s responsibilities include:

•    Integrating, managing, updating, and digitizing data registers on land allocation and cadastral survey plans.
•    Ensuring quality control in data curation, migration, and conversion within GLSC.
•    Designing quality control measures to prevent and correct database errors.
•    Providing tools and guidance for streamlined land allocation processes.
•    Collaborating with the Land Information and Mapping Division to build capacity for data management and digitization.
•    Overseeing the development of the Next Generation Lease Management System (NGLMS), revising SOPs, conducting training, and supporting data migration.
•    Reorganizing the roles and functions within the LIM Division to accommodate new computerized systems.
•    Providing technical and management advice to support project components.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING CRITERIA

 

 

Minimum Qualification Requirements

•    Advanced degree or a first level (University) degree with 2 years of additional experience may be considered as equivalent in a discipline relevant to geography, land administration, engineering, and other related areas.
•    At least 10 years of relevant work experience in land administration systems preferable with Caribbean or other countries similar to Guyana.
•    Working knowledge (level C) of English.

Selection Criteria

•    Relevance of experience in Implementation of Land Administration Systems, and project management with particular emphasis on developing countries and knowledge of the Caribbean context and particularly of Guyana.
•    Extent and relevance of experience of technical assistance provision to field projects on land administration.
•    Extent and relevance of experience in reviewing national processes and undertaking diagnostic studies of business process and reengineering.
•    Proven ability to redact clear and concise technical reports.
•    Extent and relevance of designing and implementing participatory approaches and to provide assistance in the organization of workshops, consultations, awareness, technical meetings and learning events.
•    Proven ability to work in multidisciplinary team and including multiple partners.
