Background:
The war in Ukraine has severely impacted education, affecting 2.92 million children.
Over 3,700 educational facilities are damaged or destroyed. Displacement, school closures, and lack of resources have led to significant learning losses and social isolation.
According to the data from the Ministry of Education and Science (MoES) as of May 2024 over 1.8 million school-age children, or 48 per cent, were accessing education through online and blended learning modalities, relying on the use of technology for their education. Technology is expected to continue playing a crucial role in education and skill development for Ukrainian children and adolescents.
Purpose of assignment:
The purpose of the consultancy is to provide technical assistance to the Ministry of Education and Science of Ukraine (MoES) in strengthening digital learning platforms with a focus at the All-Ukrainian School Online (AUSO).
Specifically, the consultant will conduct a comprehensive examination of AUSO’s existing system through a thorough status analysis and consultations with key stakeholders (Ministry of Education and Science of Ukraine, Institute of Educational Analytics, Institute of Education Development, education authorities at sub national level).
Subsequently, based on this in-depth analysis, customized solutions to be proposed to fortify the security and stability of the system, address content gaps and enhance the overall user experience of the AUSO.
As a result of assignment, it is expected that the AUSO system will have been improved, the digital learning materials will have been developed and upgraded and overall users’ awareness of AUSO will have been improved.

Description of the deliverable: Comprehensive heuristic evaluation reports in English for both the AUSO web and mobile apps, building on the initial findings from the preliminary assessment report (first deliverable). These reports will identify usability issues, provide severity ratings, and offer actionable recommendations for improving the user experience on each platform. Activities to be done: The consultant will conduct separate heuristic evaluations for the AUSO web and mobile apps. S/he will use the results from the preliminary analysis (deliverable 1), evaluate both platforms using established usability heuristics, identify and document usability issues with severity ratings, and compile detailed reports. This will include evaluating the web app’s navigation, accessibility, information architecture, content presentation, and assessing the mobile app’s touch target size, gesture controls, and screen responsiveness. This includes examining whether the current setup provides necessary metrics such as unique visitor records and identifying any gaps that may require a custom analytical solution. Additionally, the deliverable will list all measures required for an in-depth analysis of unique users by type, indicators needed to track user behaviors, and other relevant areas. The task also involves preparing metadata and operational definitions for each indicator using standard definitions and methods. Activities to be done: The consultant will start by reviewing the existing Google Analytics dashboard and associated reports to assess whether all analytical needs are being met, including the ability to track unique visitors accurately. Any gaps or shortcomings in the current analytical setup that may necessitate a custom analytical solution is to be identified. The consultant will list all required measures for an in-depth analysis of unique users by type (e.g., students, teachers), and determine key indicators needed to track user behaviors such as engagement rates, retention rates, drop-off points, and content interaction metrics. The consultant will explore other relevant areas to be included in the analytical dashboard, such as user demographics, and user journey mapping.
