Under the Egypt/UN Sustainable Development Cooperation Framework 2023-2027 and the Entity’s portfolio therein, UN Women implements its triple mandate of supporting normative standard-setting to advance gender equality and women’s empowerment, implementing national and grassroots programmes grounded in international norms and best practices in partnership with national stakeholders, and strengthening UN system coordination.
Over two decades of work in the country has resulted in UN Women ECO consolidating its expertise, partnerships, and investments around three main areas of work: women’s leadership and system-wide support to advancing gender equality; women’s economic empowerment; and eliminating all forms of violence against women and girls, including harmful practices.
Ending violence against women and girls, including harmful practices, has been a clear and committed priority of the Government of Egypt.
There have been gains in terms of gradually evolving legislative frameworks and increased national-level awareness about the prevalence of gender-based violence and the legislative provisions to protect individuals from harm.
The most significant gains in recent years have been the establishment of core essential services for women and girls escaping violence. These gains and investments are important, but so are the demands and the need to tailor these services to best serve the most vulnerable.
Administrative data on violence against women (VAW) is collected when survivors and perpetrators of violence interact with hotlines, police and courts, health systems, shelters, and other services.
The collection and use of high-quality VAW administrative data is crucial to inform the policies and programmes developed by governments to prevent and respond to VAW.

VAW administrative data can also provide insights into who is not accessing services, helping to make sure no one is left behind as we work to end VAW and to provide timely information for decision-making and planning.
Improving the collection and use of administrative data on violence against women is relevant for diverse sectors and contexts.
In support of the National Strategy for the Empowerment of Egyptian Women (NSEEW), and through the support of USAID, UN Women is recruiting a consultant to develop a policy paper on the collection and use of administrative data by essential services for survivors of violence.
The consultant will develop a policy paper to synthesize evidence, including divergent expert opinions, on the collection and use of VAW administrative data to be used as a technical document to guide administrative data collection and analysis among relevant service providers.
The consultant will be reporting to UN Women Ending Violence Against Women Programme Specialist and will work under the overall supervision of UN Women Head of Programmes, and will be supported by UN Women Ending Violence Against Women Programme Analyst, who will be the point of contact on the contract and payment issues.
1- Develop a detailed inception report for the consultancy, in consultation with UN Women technical team and in coordination with the NCW.

Once feedback is received from partners (including a reading group of other relevant UN agencies and IFIs), the Inception report will be updated and finalized by the consultant.
2- Conduct one-to-one interviews based on the agreed-upon methodology, questionnaire, and list of key stakeholders agreed upon with UN Women (including governmental employees and service providers). The results of the interviews will guide the development of a comprehensive policy paper.
3- Draft a comprehensive policy paper outlining the need, and mechanisms for the installation of administrative data systems.
4- Upon receipt of feedback from UN Women, and NCW, finalize the policy paper.
5- Present results of policy paper at a roundtable discussion.
