JOB SUMMARY

 

The National Project Officer will be part of the project team implementing the project “ Support to Job Creation in Mykolaiv and Odesa and to Social Dialogue Development” funded by the Danish Government. The project focuses on two strategic objectives: 1) to enhance early recovery efforts in Ukraine by expanding access to income and livelihood opportunities in Odesa and Mykolaiv and 2) to improve social dialogue in Odesa and Mykolaiv and one economic sector of significance for Ukraine.

The position will support the successful implementation and delivery of the project outcomes.

The position entails frequent travels to Mykolaiv and Odesa.

Reporting lines

The position reports to the Chief Technical Advisor. The position will receive guidance and technical advice from the CTA and relevant specialists in the DWT/CO-Budapest and relevant technical Departments in Geneva.

Requirements

Education

First level university degree in economics, public policies, development studies or a relevant field.

An advanced degree on studies on labour economics would be a strong advantage.

Experience

One to two years of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Prior engagements with UN and ILO projects would be given special consideration.

Technical requirements: Technical expertise in employment and labour market policies, public employment services, industrial relations, social dialogue, and labour law would be an advantage.

Knowledge of the policy making process in Ukraine.

Languages

Excellent knowledge of Ukrainian and English, both oral and written.

  1. Provide support to the CTA on the day-to-day implementation and administration of project activities in conformity with project objectives and close collaboration and coordination with the DWT/CO-Budapest, the Regional Office for Europe and Central Asia (Geneva), the relevant HQ Departments, project partners, international and national experts, and ILO constituents.
  2. Work in close collaboration with (partners) to design and revise project annual work plans, as well as preparation of budget proposals, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the project supporting the institutional and capacity development of constituents, government agencies, relevant local authorities and social partners organisations, line ministries, and social partners.

Promote the inclusion of gender equality and non-discrimination in all aspects of the project.

  • Review, verify and analyze work plans, progress and final reports and other data for clarity, consistency and completeness, and monitor the progress of project activities.

 

Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.

  • Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, local government offices, constituents and in other organizations to expedite implementation and meet targets.

 

  • Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action.Identify problems and propose solutions and actions.
  • Provide programming and administrative support to cooperation activities in the implementation of the ILO Transitional Strategy ’24-’25 for Ukraine.
  • Monitor progress (updating the Monitoring and Evaluation plan) and assist in programming and budgeting activities.Ensure coherence with other ILO projects in Ukraine through a strong reporting to the ILO Director in Ukraine.
  • Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Project when attending these gatherings alone.Undertake missions to project sites independently or accompanying others.
  • Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project matters. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials.Provide ad hoc interpretation services to CTA and ILO specialists, project experts, associate experts and visiting officials.
  • Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the Project.
  • Perform other duties as may be assigned by the CTA and Country Director.
