JOB SUMMARY

The Security Information Analyst will maintain awareness of all aspects which could potentially affect the safety and security of the UN, including up-to-date knowledge of events relating to the security environment through monitoring of security incidents, daily situation reports, local media and other open sources, and the cultivation of an information gathering and sharing network in accordance with policy and guidelines.

This position is located within the Safety & Security Section of the United Nations Integrated Office in Haiti, (BINUH), Port-au-Prince.

The incumbent reports to the Chief Security Officer.

Requirements

Education

• An advanced university degree (master’s degree or equivalent, such as a senior command and staff qualification) in security management, information management or business administration, political/social science, or international relations with focus on security information management.

• A first-level university degree in combination with two additional years of qualifying experience in military, police or security information management may be accepted in lieu of the advanced university degree.

• A diploma from a national police or military academy resulting in an appointment as a commissioned officer in combination with four additional years of qualifying experience in military, police, or security management at the rank of commissioned officer (i.e., Lieutenant/ Inspector or equivalent) maybe accepted in lieu of a first level university degree.

Work Experience

At least two years of experience and exposure at the international level is required with at least one year of experience in a conflict or post conflict environment.

Experience in a Security Information and Operations Centre (SIOC), Security Information Coordination Unit (SICU) is desirable Experience in the maintenance and coordination of priority information requirements, is desirable.

Experience in computerized data base and archives, mission wide risk analysis, is desirable. Experience in the conduct of statistical analysis to identify trends and security incident patterns, is desirable. Experience in the conduct of the assessment of conflict dynamics and GIS data basis management is desirable.

Languages

English and French are the working languages of the United Nations Secretariat.

For the position advertised, fluency in English is required and working knowledge of French is desirable. Knowledge of Spanish is an advantage.

Responsibilities

 

Within the limits of delegated authority, the Security Information Analyst will be responsible for the following duties: • Collects, review, and assess reports produced by UN components responsible for areas of research related to the SIA’s respective security environment. • Collects, review and assess reports, articles, and products published in the open media related to the SIA’S respective security environment.

• Assess reports and information provided by Host Country Authorities.

• Conducts research on specific threat, factors, supports activities of the Crisis Management Team responding to specific security incidents. • Drafts and coordinates timely dissemination of security threat information to Mission leadership, Security Personnel. • Conducts analysis of security information, identification of trends of threats, and security incidents affecting United Nations system personnel, assets, and operations in specific countries. • Identify security information requirements, collection, collation, and dissemination of security threat information to the Chief Security Officer and Chief Security Advisor.

• Ensure timely dissemination of security threat information to representatives of all Organizations of the United Nations Management System operating in the country, Field Security Coordination officers and Security Officers of the Organizations of the United Nations system.

• Assist with the development of corresponding security advisories and recommendations on security operating procedures. • Assists in the development of briefing materials and presentations for the Chief Security Officer and Chief Security Advisor, Designated Official and Security Management Team on security matters.

• Develops reports on analysis of security incidents affecting United Nations system personnel, assets, and operations. • Contributes to the development of regional threat assessments in coordination with Chief Security Adviser or equivalent in neighboring countries.

• Performs other duties as directed by the Chief Security Officer.
