Job Summary

The Evaluation unit within MIGES is looking for a Senior Results Measurement Officer who is energetic, proactive, attentive to detail, and a team player.

The successful candidate will have strong analytical skills and experience in monitoring and evaluating development outcomes in complex projects in both public and private sectors, covering sectors such as energy and infrastructure, financial markets, agribusiness, general manufacturing, and services, with a focus on green, resilient, and inclusive development through mobilizing private capital and working as One World Bank Group.

The ideal candidate will have excellent communication, interpersonal, and analytical skills with expertise in economic research, country risk analysis, and a keen interest in development impact analysis.

Requirements

  • Advanced degree in a relevant discipline (Master’s or PhD), and at least 8 years of relevant experience (10 years preferred) or an equivalent combination of education and experience.
  • Sound knowledge of private sector business, contractual and corporate financial practices and policies.
  • Knowledge of and experience in evaluating or assessing development impact of private and public investment projects in developing countries.
  • Knowledge of and proven experience in setting up and operating results measurement/M&E platforms and systems for MDBs/DFIs or private sector.
  • Strong data and task management, analytical skills, ability to think strategically, analyze and synthesize diverse results measurement issues, data, and information, using qualitative and quantitative approach, as necessary.
  • Ability to coach and delegate analytical and process tasks to subordinates.
  • Knowledge of data science/machine learning theory, techniques and tools are desirable.
  • Ability to travel to developing countries for field-based operational evaluation activities.
  • Results oriented, with an ability to work independently as well as devise and produce results in collaboration.
  • Strong interpersonal, organizational and presentation skills, openness to feedback, new ideas, and ability to guide staff to find solutions for problems.
  • Ability to work independently and as a team player to use prudent judgment to acquire help from other team members when necessary.
  • Fluency in spoken and written English, with excellent report writing and communications skills.
  • High personal integrity and emotional intelligence, with demonstrated ability to handle sensitive interactions.
  • Field experience in developing countries a plus.

 

Responsibilities

 
The key responsibilities under the results measurement/ evaluation function include:
  • Ex-ante impact and results measurement/evaluability assessment
  • Results monitoring and reporting
  • Ex-post results measurement
  • Counterpart for IEG evaluation and other evaluative tasks
  • Learning and dissemination

In particular, the function takes the key role of contributing to the WBG Scorecard FY24-30, as a part of the collective WBG efforts.

  • Ex-ante outcome / evaluability assessment
    • Collaborate with MIGES’s Economics unit to jointly develop and manage MIGA’s work on the IMPACT Framework
    • Assist ex-ante results measurement assessment, based on key principles of ex-ante development impact assessment tool of MIGA (IMPACT), and, if needed, based on the World Bank PAD and IFC AIMM, as well as theoretical and practical application of monitoring and evaluation approach (such as those following OECD-DAC principles).

Also, suggest results measurement indicators appropriate to the project and practical approach for improving evaluability of the results during the monitoring phase and ex-post assessment.

  • Specific tasks include (1) Support the IMPACT Committee, including supervising MIGEV staff drafting IMPACT Committee meeting notes; (2) Reviewing IMPACT assessments and discuss the validity of the assessment; (3) supervise the maintenance of the IMPACT database; and (4) Supporting to preparing materials on the IMPACT framework and summary data for internal audiences.
  • Results Monitoring and Reporting
    • Contribute to Scorecard reporting through Monitoring and Results Reporting at WBG Guarantees/MIGA
    • Lead and manage monitoring and evaluation activities of guarantee operations/projects with MIGA/WBG staff for corporate reporting, accountability and learning purposes; (ii)  lead on engagement with WBG on results measurement and WBG Scorecard.
    • Oversee MIGA’s Results Measurement System for gathering the development data from WBG Guarantees/MIGA clients and other relevant sources.

 

Identify possible enhancement of coverage and quality of data, including application of data science approach and modeling; b) Gather and consolidate inputs to the Scorecard with necessary quality assurance; c) coordinate with the World Bank and IFC results measurement counterparts for harmonized reporting.  in the M&E activities, results measurement officer will develop a practical, efficient, effective and ways of assessing WBG guarantees’ unique roles in mobilizing private capital and supplement the roles of the MDB/IFI, in achieving global challenges it faces.

  • Ex-post Results Measurement
    • Support MIGA’s self-evaluation program.  
      • Assist revising and managing WBG Guarantees/MIGA’s self-evaluation program(s) across the whole cycle based on the relevant ex-post evaluation framework as well as IMPACT ex-ante assessment if applicable; Support self-evaluation teams by providing support and guidance on evaluative approach, data sources, and distilling lessons from previous exercises; Conduct corporate, sector and country research related to the project evaluation.
  • Evaluation stakeholder engagement
    • Contribute to WBG Guarantees/MIGA’s review of IEG’s evaluation reports and products. 
    • Contribute reviews of IEG’s evaluative work on WBG Guarantees/MIGA.

 

This includes a) commenting on the IEG’s thematic evaluation reports; Apply advanced quantitative and qualitative methods appropriately to compare, contrast, and synthesize complex data and other information to gather evidence and analysis; b) Support discussions with different stakeholders, operational staff, legal staff, and management regarding performance and derived evaluative judgment; c) Coordinate MIGA’s comments and feedback to IEG with relevant World Bank Group counterparts.  Prepare high-quality drafts as requested by the Chief Evaluation officer for these deliverables.

  • Act as a counterpart for IEG’s evaluative activities for WBG Guarantees/MIGA
  • Staying abreast of the schedule of IEG’s evaluation activities and proactively coordinate IEG’s evaluative work including 1) facilitating evaluation work through responding data, document, and meeting requests; 2) proactively engaging with the evaluation team for underlying data in anticipation of eventual review of evaluative reports and recommendations.
  • Learning and dissemination
    • Contribute to WBG Guarantees/MIGA’s Learning Agenda
      • Actively design and participate dissemination and learning channels based on the evaluative materials.  Namely, a) Synthesize lessons from project evaluations, monitoring data, and other operational and outside information, b) Support communication for disseminating lessons, c) Plan and execute learning events, including 3-4 MIGA-IEG BBLs, and other dissemination, d) Work with MIGA leaning team and others within institution and beyond for deepening WBG Guarantees/MIGA’s learning agenda; e) work with other MDB/DFIs and market players for exchanging views and enhanced collaboration for making guarantee as public goods.
