Under the overall authority of the Chief of Section and direct supervision from the Procurement and Contracting Officer (Crises Response), the incumbent is responsible for the following key functions/core results:
• Gather and analyse data on procurement & contracting.
• Identify monitoring & reporting needs.
• Act as the Business Owner of UNESCO e-Procurement.
• Provide operational support in procurement/contracting
• Training and capacity building
The incumbent uses strategic monitoring and analysis tools to facilitate management decision making and process efficiency/automation.
The incumbent ensures best value for money and fairness, integrity and transparency of processes in accordance with Organization’s regulations, rules and procedures as well as international standards and best practices.
Data Analysis, Statistics and Reporting
– Act as a Section focal point to ensure data compilation, analysis and management, statistical reporting and other procurement and statutory reporting requirements.
– Identify monitoring & reporting needs including compliance with policies and operational KPI on procurement to support the internal control framework.
– To gather and analyze data on procurement & contracting.
Use strategic monitoring and analysis tools to facilitate management decision-making and process efficiency/automation.
– Promote the use of data through producing reader friendly and customized data pack in a form of dashboard for programme sectors, field offices and HQ central services.
– Support in the development and implementation of standardized and harmonized data collection tools in the area of procurement & contracting across sectors, field offices and HQ central services.
e-Procurement
– Act as the Section focal point of e-Procurement – centralized management of UNESCO procurement and supply chain using electronic platforms – in order to improve the performance of the procurement process, management and strategy.
– In the context of decentralized procurement, work on developing relationships with colleagues by listening, understanding and anticipating IT system needs in procurement & contracting, and suggesting and implementing appropriate solutions to ensure customer satisfaction and continuous improvements in UNESCO procurement function.
Operational Support
– For high value (above USD 150k) or high-risk procurement components, and in support to the PRO mandatory consultation process, review and advise on procurement/contracting agreements, documents and other related submissions from contracting units at HQ, Cat 1 Institutes or Field Offices, including submissions to and requiring approval from the Headquarters Contracts Committee.
– Advise requestors and recipient entities on the full range of procurement/contracting issues, providing expert support and guidance at all stages of the procurement cycle.
Contribute to the design of innovative solutions to resolve issues/conflicts for complex contracting activities.
Capacity Building and Training
– Enhance knowledge sharing and best practices in procurement/contracting, to improve operational capabilities, capacity, effectiveness, compliance, monitoring and reporting.
– Provide substantive support for the development, enhancement and maintenance of the PRO Internet and Intranet website.
Contribute in the setting up of a “community of practice” platform and put in place a feedback mechanism to the community members.

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.
The approximate annual starting salary for this post is 103 683 US $.
