Legal Vice Presidency. In the context of the World Bank’s broad development agenda, the Legal Vice Presidency (LEG), under the Senior Vice President and Group General Counsel (SVP-GC), is responsible for providing legal advice and support to internal and external Bank clients on operational, advisory, financial, administration and institutional matters.

LEGAS provides operational legal support to two regions: (a) East Asia and Pacific comprising seven country management units: Indonesia & Timor Leste; China, Mongolia & Korea; Papua New Guinea & Pacific Islands; Viet Nam, Cambodia & Lao PDR; Thailand & Myanmar; Philippines, Malaysia & Brunei; and Singapore; and (b) South Asia, which covers eight diverse countries which are grouped into five country management units: Afghanistan; Bangladesh & Bhutan; India; Pakistan; and Sri Lanka, Nepal & Maldives.

LEGAS also provides support to structured finance and guarantee operations.

The legal support by LEGAS is characterized by both real-time presence of lawyers in the field in select country offices and support from lawyers, legal analysts and other staff in Washington, DC.

LEGAS invites qualified candidates to apply for a Counsel position based in Hanoi, Viet Nam. The selected lawyer will join the World Bank office in Hanoi and work on the Viet Nam portfolio (with the possibility of additional assignments in East Asia and Pacific and South Asia countries supported by LEGAS).

The selected lawyer will be expected to travel to all countries in the areas covered by LEGAS.

The selected lawyer will work under the immediate supervision of the LEGAS-EAP Chief Counsel and day-to-day guidance will be provided by one or more Senior Counsels based in the field or Washington, DC. Work will primarily support IBRD, IDA and donor trust fund financing of projects, focusing on analysis of project proposals, drafting of necessary documents and agreements, negotiating those agreements, and participating in the supervision of their implementation, all in support of investments in all sectors.

Work will also include advising country management on operational, institutional and other matters that arise from time to time in the country offices.

The incumbent will report to Julie Rieger, Chief Counsel, LEGAS-EAP, but will work under the immediate supervision of one or more Senior Counsels based in the field or Washington, DC.

 

 

Selection Criteria

 

– A Law Degree (LL.B., LL.M., J.D. or equivalent), with a minimum of five (5) years of relevant experience, and admission to the Bar (or equivalent) in at least one jurisdiction is required.

* Fluent oral and written skills in both English and Vietnamese.

* In-depth knowledge and experience in Vietnamese law and legal system in one or more of the following substantive areas of law: constitutional law, law on treaties, public/private partnerships, legal and judicial reform, project finance, public investment (including law relating to official development assistance and concessional loans provided by foreign donors), project development, corporate law, banking law, land law and environmental protection law, financial law, general business law or other transactional work within and/or outside of Viet Nam.

* Excellent legal research, writing, drafting, analytical and communications skills.

* Excellent interpersonal skills.

* Experience in international, commercial or contract law, in transactional legal work and the preparation and negotiation of legal agreements.

* Excellent legal drafting skills, including of agreements and legal memos.

* Familiarity in the use of varied legal research sources (including electronic sources on the internet) and other databases.

* Proven ability to operate effectively as a member of one or more teams; must be a self-starter and collaborate well with others; ability to exercise sound judgment in recognizing what issues to bring to the attention of the Chief Counsel and/or another supervising Lead or Senior Counsel, and which to handle autonomously.

* Proven ability to identify and help manage legal risk, through sound judgment, determining and escalating risk appropriately, providing risk-based advice, and guide more junior staff on the same.

* Proven ability to deal sensitively in multicultural and multi-ethnic environments and build effective working relationships with clients and colleagues.

*Ability to work under time pressure and to manage multiple tasks within tight deadlines.
