JOB SUMMARY

 

 

 

The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes.

Its mission statement is as follows: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”.

Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Office of Procurement Services procures goods and services with over 180M Euros per year, a third of which is for delivery to counterparts in Member States, and the remainder is for delivery to the IAEA’s  Headquarters in Vienna, and its offices and laboratories.

The Division procures, among others, specialized construction services, specialized equipment for use in the wide range of areas related to nuclear and radioactive technologies, activities and material, including medical area, as well as various laboratory supplies and analytical instruments.

The Office of Procurement Services (MTPS) seeks a procurement consultant to conduct and implement a set of outstanding and major procurement projects and supply chain matters and substantially contribute to MTPS’ ongoing improvement of its procurement framework.

Reporting to the Team Leader(s), the consultant will provide specialised procurement expertise to the projects’ procurement team.

 

 

 

 

Functions / Key Results Expected

 

 

 

 

  • Provide specialist technical and procurement expertise.
  • Collaborate, guide and coach technical officers of all client departments in the preparation of project requirements (specifications) and related procurement strategy.
  • Conduct specialist market research, strategic sourcing, and supplier base analysis.
  • Develop and advise on procurement strategies and/or risk plans, eg, needs analysis to identify opportunities for standardisation, consolidation, and long-term agreements.
  • Provide specialist advice and support during the procurement evaluation process.
  • Develop and produce procurement documentation and reports related to the development and implementation of the procurement portfolio of the projects.
  • Conduct price analysis, bench marking and suppliers’ due diligence.
  • Develop and track key performance indicators for measuring suppliers’ performance.
  • Support buyers with ongoing large and complex tenders that require interaction with multiple stakeholders in-house (matrix environment) and outside the Agency, and drive those towards completion.
  • Support with subject matter expertise on policy matters, e.g., by analysing existing procurement policies, including standard operating procedures in place, IAEA best procurement practices, interacting with stakeholders on possible improvements.

Qualifications and Experience

 

 

 

 

  • University’s Degree – preferably in Business Administration, Public Administration, Engineering, Science, Law, or other relevant discipline.
  • At least 5 years of progressively professional experience in high volume procurement operations.

 

  • Experience in any of the following fields is an asset: project coordination, supply chain and logistics, development of action plans and/or other directly related technical fields.
  • Knowledge of basic engineering principles and their application in the purchase of complex equipment and/or specific knowledge of scientific instrumentation would be an asset, along with exposure to scientists from many disciplines and countries.
  • Knowledge of international trading practices and of a sector related to the Agency’s mandate is an advantage.
  • MS Office (Word, Excel, Outlook, PowerPoint)
  • Fluency in written and spoken English.

 

Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) is an asset.

 

 

 

Remuneration

 

 

 

 

The remuneration for this consultancy is a daily fee of up to a maximum of € 350, based on qualifications and experience.

In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
