The United Nations University Vice-Rectorate in Europe (UNU-VIE), established in 2007, is one of two Vice-Rectorates and the only one located outside Japan.

UNU-VIE seeks to strengthen the presence of UNU in Europe and supports the worldwide institutional development of UNU by facilitating collaboration across UNU and the UN, and sharing knowledge and expertise through the development of joint activities and projects.

Responsibilities

Under the authority of the Vice-Rector in Europe/Director of UNU-EHS and the direct supervision of the Special Assistant to the Vice-Rector and Director of UNU-EHS, the appointee will be entrusted with the following tasks:

 

1.

Fundraising and the diversification of funding sources:

  • Support the Vice-Rector in Europe with donor relations and identifying international donors to diversify funding sources;
  • Develop a resource mobilization strategy for UNU-EHS/UNU-VIE, and streamline the respective resource mobilization efforts;
  • Support the Vice-Rector in Europe in securing adequate core funding to sustain the core infrastructure and operational activities of both UNU-VIE and UNU-EHS;
  • Explore new funding streams with the private sector, including International Financial Institutions, foundations and corporations, as well as international NGOs;
  • Support the research divisions in obtaining both flexible, broadly earmarked funding and funding for specific projects;
  • Map grants and funding opportunities in the European grant landscape, and particularly research funding opportunities in Germany.

2.

Providing support in the development of grant proposals in collaboration with Programme Support:

  • Disseminate information on funding opportunities and funding streams internally within UNU-EHS as well as to other UNU institutes, where relevant;
  • Support project consortium development and the compilation of grant proposals, in cooperation with the respective research teams;
  • Liaise with internal and external relevant stakeholders to ensure the delivery of high quality funding submissions;
  • Maintain a database/archive of all grant-related information, including potential donors and donor requirements, as well as resource materials.

3.

Supporting the widening of institutional and strategic donor partnerships:

  • Expand relations with the host country and host country donors in order to sustain and increase the levels of core contributions received;
  • Foster relations with other federal and regional German ministries with a view to seeking contributions towards core funding;
  • ·Support the Vice-Rector in liaison with, and establishing a partnership with, the European Commission, especially in acquiring pillar assessed projects;
  • Identify and build partnerships with local NGOs, institutes and organizations which could act as, and have an interest in being, potential donors for UNU;
  • Support the Vice-Rector in Europe in strengthening collaboration across UNU by sharing knowledge and expertise through the development of joint activities and projects related to resource mobilization.

4.

Supporting strategic communication and the enhanced visibility of UNU Bonn and its donors:

  • Support the strengthening of communication with donors to sustain national and global attention and support for policy-relevant academic research;
  • Liaise with the Communication Unit to ensure adequate visibility for donors and partners.

5.

Perform other duties as assigned by supervisor

Key performance indicators

  • Timely identification of potential donors and funding opportunities, including number of new donors targeted and engaged per annum;
  • Timely and quality delivery of a resource mobilisation strategy;
  • Timely and quality delivery of grant proposal-relevant information and technical support, including number of grant proposals supported per annum and a timely follow-up on submitted grant proposals;
  • Accurate, complete and up-to-date database of grant-related information;
  • Timely and appropriate communication with donors/prospective donors, stakeholders and partners;
  • UNU is seen as a reliable and trustworthy partner by research partners, governments, donors, and civil society.

Qualifications

1) Education and certification

  • Master’s degree or equivalent in Administration, Development Studies, Economics, Project Management, Geography, Environmental Science or other related field to the post and working area of UNU Bonn;
  • PhD degree would be an asset.

2) Required skills and experience

  • At least four (4) years’ experience of progressively relevant work experience at national and international levels in grant procurement, grant administration and project management is required;
  • Proven experience in international fundraising, for example, at the European Commission and in Germany is required;
  • Proven experience with grant procurement and management procedures, including writing grant proposals and reports to both government, non-governmental and private funding sources is required;
  • Experience researching and identifying funding sources and requirements, as well as interpreting requests for proposals and funding guidelines is required;
  • Prior experience in managing and coordinating multi-stakeholder projects is essential;
  • Experience in developing budgets is required;
  • Experience of drafting written documents (strategies, reports, briefing papers, etc.) is required;
  • Very good knowledge of Microsoft tools (Word, Excel, PowerPoint) is required;
  • Other desirable skills: strong ability to establish priorities, work to tight timelines within a fast-paced environment and multi-task; strong communication skills tailored to a wide-ranging audience; excellent organizational skills; strong interpersonal skills; ability to work in interdisciplinary teams and generate innovative and practical solutions to challenging situations; resilience and ability to manage a complex, varied workload and work under pressure.

3) Language Requirements

  • Fluency in English and German, both oral and written, is required;
  • Knowledge of another UN official working language is an asset.

Duration

The successful candidate will be retained under a Consultant Contract (CTC).

Consultants engaged by UNU may not provide services for more than twenty-four (24) months in a thirty-six (36) month period.

UNU is not liable for any taxes that may be levied on the remuneration you receive under this contract.

Payment of any such taxes remains the sole responsibility of CTC holders.

Remuneration

Remuneration will be commensurate with experience. This contract has an entitlement to paid annual leave.

Travel considerations

Should “mission travel” be required, UNU will pay for travel.

However, this will be subject to the following prerequisites: Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, completion of the BSAFE online course, travel Visa, and liability waiver.

Trip prerequisites will be met at the expense of the consultant.

Travel cost will be calculated based on economy class travel, regardless of the length of travel. Costs for accommodation, meals and incidentals must not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC at http://icsc.un.org).
