JOB SUMMARY

 

 

The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office (GCS-GDO), Business Solutions Department (BSD), Finance Division (FD), Back Office Debt & Payment Unit (BODP), at its headquarters in Luxembourg, an (Associate) Payment Software Specialist*.

This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment.

This is a full-time position at grade 4/5 for which the EIB offers a permanent contract.

Operating Network

You will report to the Head of Back Office Debt & Payment Unit and collaborate closely with IT colleagues and wider user community.

The scope of the post includes the domain of payment & settlement.

The activities could range from implementing new software, digitalize business processes, and strengthen payment and settlement solutions for cyber resilience.

Accountabilities

  • Carry out the technical configuration and maintenance of ION D&C, SWIFT products and associated interfaces
  • Conduct analysis with business representatives to formulate technical solution design/specifications, identify and prioritise new business requirements
  • Take project management responsibilities for assigned IT projects, coordinating the implementation of new or enhanced software solutions with business users and other IT technical teams in order to ensure the completion of project within set time, budget and quality objectives.

 

  • Provide 1st level user support, channel and prioritise enquiries from end-users; including the analysis of technical incidents, identification of temporary workaround, follow-up of resolutions in co-operation with other IT teams and the external software vendor
  • Ensure that IT policies and initiatives in the domain of SWIFT messaging are implemented and key operational processes are run in the most effective and efficient way
  • Streamline the communications with the software vendor and internal business counterparts for problem resolution
  • Under the responsibility of the Head of Unit, coordinate consultants involved in maintenance and project activities so as to ensure the delivery of expected solutions to internal business customers

 

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in computer science or related fields
  • At least 3 years’ professional experience involving requirements analysis, software design, development or 1st or 2nd level support ideally in a mixed IT / Finance environment, with experience in back-office payment software
  • Experience in payment and reconciliation software like ION/Wallstreet D&C, SWIFT Alliance Access, AWP installation, ESMIG, Alliance Cloud, SWIFT API, Accurate NXG, MT/MX Standards would be an advantage
  • Solid technical background in programming and scripting languages (such as Unix shell, SQL, Python, Java) and DBMS Systems
  • Knowledge of a financial back-office software (ION Wallstreet TRM – CLM or similar) would be an advantage
  • Good knowledge of project management principles, methods and practices
  • SWIFT certifications would be an advantage
  • Excellent knowledge of English and/or French (**), with a good command of the other.

(Knowledge of other EU languages would be an advantage).

As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process).

Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
