Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

The entry level salary for this position is $ 39,202 (US Dollars) yearly.

Introduction

The UNSCDF-2022-2026 under strategic priority 2, seeks to promote economic diversification and sustainable livelihoods.

Output 2.2.1 seeks to deliver training on circular economy and climate smart food systems and the ILO is part of the agencies contributing to capacity building of key stakeholders.

The ILO, in cooperation with the Strategic Priority Group 2 (SP2) of the UN Country Team, will support capacity development for the tripartite constituency on circular economy in the context of a just transition, and social dialogue to develop a National Circular Economy Roadmap and action plan and a green jobs for youth framework.

This process will help to operationalize the Circular Economy as contained in the ENDE 2024-2043.

The Circular Economy Roadmap will be a strategic instrument for the Government of Mozambique and social partners to facilitate a comprehensive change, enabling the transition from a linear economic model to a circular one. It will contain a vision, goals and tangible action points that will support the country in adopting and implementing circular economy solutions in agriculture, forestry, and industry.

The development of the Circular Economy Roadmap and action plan will provide an opportunity to inform these policy related processes while contributing to enhance capacities among tripartite constituents in Mozambique on just transition concepts and approaches, based on the ILO’s Guidelines on Just Transition towards environmentally sustainable economies and societies for all, and towards the development of a green jobs for youth framework in the circular economy.

An emphasis on just transition measures in policy and practice, particularly in the context of the NDC review process, is vital to address climate change risks and create a greener, more inclusive world of work in Mozambique.

The intervention provides a platform to implement the ILO’s follow-up plan of action on youth employment for the period 2020–30, that calls for increased focus on (i) Integrated policy responses through robust collaboration among government departments and inclusive consultations with social partners, (ii) Engagement and participation of young people in policy and programme design and implementation, (iii) Capacity of constituents to design and deliver integrated packages of youth-targeted active labour market policies, combined with income support, in coordination with social protection systems, and (iv) Support youth employment policies and programmes that focus on sectors/economies with decent job creation potential taking a lifelong perspective regarding labour market transitions.

Reporting lines

The National Project Coordinator will work under the direct supervision of and reports to the Director of the ILO Country Office for Zambia, Malawi, and Mozambique, with technical guidance from Employment and Future of Work Specialist at EMPLAB and Experts from the Action Programme on Just Transition in Geneva and from DWT/Pretoria.

The NPC will also work in close cooperation with other ILO projects in Mozambique and with the Senior Programming Officer in CO-Lusaka.

Description of Duties

1. Review and analyse the country’s specific development plans and priorities, socioeconomic data, reports, and other relevant information, in particular climate related plans (e.g., NDC framework and priorities, and any other climate or environmental related policy and strategy). Identify potential technical cooperation areas and provide written analysis on the findings to the Country Director.

2. Lead the project timely implementation, monitoring and evaluation through management functions, including gender mainstreaming and provision of technical supervision to the project team (staff and consultants) in line with ILO rules and regulations and according to the final project document and work plan.

Work in close collaboration with the UNCT SP2 Chair and UNIDO, design and revise project annual work plan as well as preparation of the budget proposal, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the Project supporting the institutional capacity development of constituents, government agencies, line ministries, and social partners.

4. Review, verify and analyze workplans, progress and final reports and other data for clarity, consistency and completeness and monitor the progress of Project activities.

Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.
5. Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets.

6. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action.

Identify problems, propose solutions and actions.
7. Participate in the preparation and delivery of conferences, dialogues, seminars, workshops, training sessions, and consultative meetings. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to project sites independently or accompanying others.

8. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project matters. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials.

9. Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the Project.
10. Actively contribute to resource mobilisation and development of Country Programming Objectives (Output 8.3) in collaboration with the ILO team in the country and in CO-Lusaka.

Perform other duties as may be assigned by the Country Director.

Required qualifications

Education

First level university degree in economics, public policies, development studies, environmental studies, or a relevant field.

An advanced degree on studies on circular/environmental economy would be a strong advantage.

Experience

At least two years of progressive professional experience at the national level in the area of project management, implementation of interventions related to the promotion of circular economy, green economy or just transition and approaches would be an asset.

Proven experience in working effectively with Government institutions in charge of policy making and with development partners would be an asset.

Technical requirements:
Good knowledge of youth employment and circular economy.

Good understanding of economic development, skills development and just transition policies. Knowledge of the policy making process.

Languages

Excellent command of English and working knowledge (written and spoken) of Portuguese is required.
