UNEP Country Office in Brazil is a key development partner of the Brazilian government and supports national and sub-national public and private sector institutions and civil society to achieve a more sustainable and inclusive society by creating a new relationship between people and nature, and between economic growth and environmental sustainability.

Project Description

Under the overall guidance and supervision of the UNEP Brazil CO Representative, the incumbent will provide technical expertise in the implementation and monitoring of project “Strengthening institutional capacity for environmentally sound management of chemicals in Brazil”, financed with resources from the Special Programme Trust Fund.

Also, the Project Analyst will collaborate with UNEP team and Ministry of Envionmental in this project related activities, ensuring its smooth implementation and consistency with UNEP rules and regulations.

The Project Analyst will work in close collaboration with Ministry of Environment and Climate Change, the Programme, Operations, Communications and Project teams in the Country Office for effective achievement of results, anticipating and contributing to resolving complex project-related issues and information delivery.

The incumbent is expected to exercise full compliance with UNEP programming, financial, procurement and administrative rules, regulations, policies and strategies, as well as implementation of the effective internal control systems.

Purpose of the Recruitment

The objective of this term of reference is to hire a Project Analyst to offer aid during the execution of project, financial and administrative routines related to the project “Strengthening institutional capacity for environmentally sound management of chemicals in Brazil”.

This project is being implemented by UNEP in partnership with the Ministry of Environmental.

The incumbent will be supervised by the UNEP Brazil Office Representative and will work 40 hours per week from Monday to Friday, full time basis, coordinate with a focal point from the Brazilian Government as well as the UNEP Office.

The consultant will work at UNEP Brazil Office in Brasilia, Brazil.

Qualifications / special skills or knowledge required
Academic Background Requirements
  • Bachelor’s degree in environmental-related Sciences, Chemistry, Development Studies, Economics, Social Sciences or related field is mandatory.
  • Post graduation course in sustainable development, economics, public policy, public administration, finance, natural resources management, engineering, law, social sciences or related field is desirable.
  • Master’s degree in sustainable development, economics, public policy, public administration, finance, natural resources management, engineering, law, social sciences or related field is desirable.
Work Experience
  • Candidates with a Bachelor`s degree should have at least eight (8) years of relevant experience working with project support, including the project cycle management and/or administrative and financial services, preferably in international organization is mandatory.
  • Candidates with both Bachelor`s and Post graduation course should have at least four (4) years of relevant experience working with project support, including the project cycle management and/or administrative and financial services, preferably in international organization is mandatory.
  • Candidates with both Bachelor`s and Master’s degree, should have at least four (4) years of relevant experience working with project support, including the project cycle management and/or administrative and financial services, preferably in international organization is mandatory.
Desirable Work Experience
  • Experience with project management, including planning, execution and monitoring of results is desirable.
  • Experience in the preparation and analysis of documents (contracts, reports, projects, terms of reference, etc.) is desirable.
  • Knowledge in chemicals, pollution and/or Agenda 2030 is desirable.
  • Experience in supporting the operations and logistical services is desirable.
  • Demonstrated experience working with national governments and/or international organizations is desirable.
  • Previous work experience within the UN System is desirable.
Language requirements
  • Fluency in English and Portuguese languages is mandatory.

Expected result of services

All services to be performed under this Term of Reference will have a direct impact on the development and implementation of the project “Strengthening institutional capacity for environmentally sound management of chemicals in Brazil”.

Legislative authority

The contract will be governed by United Nations Environmental Programme rules and procedures.

Duration

Contract duration is twelve (12) months. Contract may be renewed. Either party may terminate the SC before the expiry date of the contract by giving notice in writing to the other party. The minimum period of notice shall be 14 calendar days.

Indicative level of remuneration

UNDP SC 4/1 The value presented on UNDP’s Service Contract table refers to the gross salary to be paid to the Contractor, not being included the amount related to the payment of Income Tax and others related Taxes, which shall be of sole responsibility of the Contractor.

Under SC contract, the Local Social Security (INSS), Health and Life Insurance costs are fully covered by the organization through the corresponding funding source.

Payment under the SC is based on services satisfactorily provided in accordance with the terms of reference under the SC.

Travel involved

Costs with missions/travels in order to meet the objectives and results stated in this Term of Reference are not included in the total amount mentioned above and shall be covered by the Project upon request of the Project National Director.

Task description
Under the supervision of UNEP Brazil Representative, the Project Analyst will undertake the following tasks:
  • Collaborate with the project execution, according to project work plan, ensuring accordance with UN Environment/implementing and funding agencies rules and procedures.
  • Participate in periodic coordination meetings with project team (UNEP and National Executing Agencies), the Steering Committees, and with the working groups created within the project’s framework.
  • Researches, analyzes, and presents information gathered from diverse sources.
  • Collaborate with the Project Officers and the National Executing Agency in the elaboration and implementation of the project annual work plans, activities report and budgets.
  • Prepare drafts of Term of Reference for the procurement of goods and services and hiring of consultants and individual contractors, taking care of the procedures necessary for contracting and payment processing.
  • Collaborate with analysis and review of reports developed by consultants and local implementing agencies.
  • Contribute in the negotiation and establishment of institutional partnerships and related documents (MOU’s, ICA’s, PCA’s, among others) for achieving project results, including preparation of legal and cooperation documents for the approval of the parts involved.
  • Keep control of the delivery of products by consultants and contracted institutions, as well as of the effected payments.
  • Participate in workshops, seminars, meetings, and other events related to the project´s objectives and provide support in their organization, including preparation of travel requests and other logistical aspects.
  • Contribute in sub-contracting of institutions and processing of related payments.
  • Gather information to assist in the preparation of project documents and reports, including both financial and progress reports, according to the UNEP/implementation and funding agencies rules and procedures.
  • Collaborate in gathering and insertion of information in the project control and monitoring systems of the UNEP, National Executing Agency, GEF (PIR), PIMS and other UNEP monitoring tools and portals, such as Partners Portal, UMOJA and others.
  • Contribute the implementation of the M&A plan, under the coordination of the Representative.
  • Collaborate in external midterm and final evaluations, as well as in auditing processes.
  • Collaborate in implementation of the project visibility plan and dissemination of results and lessons learned.
  • Follow and implement the chronogram(s) of specific activities/objectives of the project.
  • Keep the project documentation and records (physical and electronic) organized and available for consultation.
  • Participate in trainings and meetings for the operations/project staff.
  • Maintenance of the filing system ensuring safekeeping of confidential materials.
  • Assistance in the preparation of budget, provision of information for audit.
  • Prepare and review terms of references and job openings, ensuring that the evaluation criteria and responsibilities are in line with UNEP rules and regulations.
  • Prepare a variety of procurement-related documents, contracts, communications, instructions, reports, etc.
  • Request and record refunds in UN’s enterprise resource planning (ERP) tool.
  • Process expense reports in accordance with rules and regulations, where applicable.
  • Other actions required for effective project execution.
Work Location

This post is for duty at the UNEP Brazil Office in Brasília/DF.
