JOB SUMMARY

 

ROLE PURPOSE:

The Shelter Officer will be based primarily in the Save the Children Ukraine/Dnipro office and will manage the day-to-day implementation of Save the Children shelter components in Ukraine/East region. The role will involve frequent field visits as required by the job. The Shelter Officer will be expected to represent SCI at the local level. He/she will be responsible for ensuring that all SCI Shelter activities assigned to him/her are carried out in line with Save the Children policies and applicable standards.

The role is essential to ensure the technical quality of Shelter programming at the local level. The Shelter Officer will organize and be responsible for conducting technical assessments, technical monitoring and oversight, and providing technical advice to beneficiaries and communities. The Shelter Officer will ensure that all aspects of work are carried out in line with Save the Children policies. In the event of an additional humanitarian emergency, the role holder will be expected to work outside the normal scope of the role and will be able to adjust working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:
Program management

  • Plan, prepare and oversee the implementation of components of the Emergency Shelter and Reconstruction activities in Ukraine /East area, ensuring the quality program.
  • Check and compliance with budgets allocated for project implementation.
  • Plan, prepare and oversee the implementation of components of Shelter activities in Ukraine /East area, ensuring the quality program.
  • Represent and support the Shelter Coordinator and/or Manager in meetings (internal and external)
  • Ensure appropriate evaluation, implementation and monitoring systems are in place
  • Supervise, manage and support staff (as described above) in all the process by solving the problems that could occur with communities assisted.
  • Be responsible for any evaluation and assessment at field level (with partners or internal to SC on shelter or multidisciplinary approach).
  • Be in daily contact with the Shelter Coordinator.Provide daily, weekly and monthly reports. Be ready to respond to inquiries, needs and challenges that arise that are related directly or indirectly to their field of work. Be comfortable to work in cash and contractor modalities for shelter programming.

Specific engineering responsibilities

  • Conduct Area Office-level needs assessment. This includes – but not limited to – Rapid Needs Assessments (RNAs), Multi-Sector Needs Assessments (MSNAs), Detailed/Sectoral Assessments, and construction assessments (including BoQs).
  • Manage and plan a construction project.
  • Prepare Bill of Quantities for all construction relevant projects as well as prepare Scope of work.
  • Survey a construction site, give a description about how would like to complete the project and its consequences.
  • Solve the construction problems efficiently.
  • Provide quality control and quality assurance to make sure that the purposes of the project are achieved.
  • Make sure that the entire safety rules related to construction work are observed.

Partnership management

  • Maintain working partnerships and good communication with representatives of SC shelter partners and programs.
  • Collaborate with MEAL on activity level reporting, ensuring updated trackers are in place
  • Schedule and organize meetings with implementing partners where relevant to discuss progress and
    challenges.

MEAL and Information Management

  • Update the coverage sheets of activities, and ensure monthly reporting is accurate
  • Update the relevant trackers
  • Coordination and advocacy
  • Ensure that program interventions continue to be informed by and integrated with other core sectors of SC, such as protection, education and food security & livelihoods.
  • Ensure activities are developed in partnership with relevant local authorities and other key stakeholders, including local partners (where present) and aim to establish/strengthen processes and mechanisms at local, district, and national levels.Promote the participation of children in all aspects of the response where possible and appropriate.
  • Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.

Generic professional competencies:

  • Minimum 3 years of experience of working in construction, engineering, architecture or equivalent.
  • Bachelor Degree or above in civil, structural engineering, architecture or similar.
  • Experience of working in Ukraine, preferably in East area.
  • Technical Shelter and WASH and Emergency Response expertise.

English Knowledge, both written and verbal, is an asset.

QUALIFICATION:

  • Bachelor’s degree or higher in one of the following fields: Civil and Industrial Engineering, Architecture and
    Urban Planning or other field related to construction.

EXPERIENCE AND SKILLS
Essential

  • Extended work experience (3 years experience minimum).
  • Experience in project management and team management.
  • Experience in an international and local NGOs (especially during the emergency phase).
  • Experience in working on shelter and construction/rehabilitation projects in emergencies and post emergencies.
  • Computer knowledge (proficient in word, excel and AutoCAD).
  • Ability to write weekly and monthly report.
  • Excellent contact and diplomacy to manage relationship in tensed situation.
  • Experience in community mobilization and conducting outreach activities.
  • Ability to take initiative where appropriate to deal with difficulties encountered in daily work.
  • Ability to adapt or change priorities according to the changing situation within a mission or the organization itself.
  • Ability to maintain consistent high standards of professional behavior and achievement when working independently and as part of a team.
