TITLE: Head of Financial Planning and Analysis

TEAM/PROGRAMME: SCI Finance LOCATION: Afghanistan
GRADE: 1 CONTRACT TYPE: Fixed Term
Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore, a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).

ROLE PURPOSE:
• Lead budgeting and forecasting for the budgets of SCI AFCO along with budget holder and department leads.
• Provide high quality financial management information to business partners.
• Provide budgets and financial reports for internal and external use, and for the donors I Members
• Drive effective delivery of key global transformation projects relevant to finance (including coding,
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions: AFCO has a current annual portfolio of about USD 80 million, with about 40 active awards in a given month for which reports are submitted to various Budget Holders, SC Members and donors on regular basis.

AFCO implements programs in Afghanistan via seven sub-offices in the provinces, plus a program and the country office in Kabul. This position ensures efficient and effective use of the CO financial resources through accurate reporting, analysis, and forecasting for all the awards and internal processes.

KEY AREAS OF ACCOUNTABILITY:

Financial Planning and Forecasting

• Manage Master budget and forecasts process as per SCI requirements, tools and guidance, in close coordination with Budget Holders, Program Operations, Field Offices and Business Development team.
• Lead analysis of Afghanistan CO Awards on fair charging, re-align spending patterns and suggest for any changes and improvements required on the fair share policy.
• Reviews award progress data in Agresso, gives feedback to the respective Budget holders for correct expenses recordings in line with approved budget lines.
• Supports Program Operations in Budget Vs Analysis meeting and follows up with budget holders to ensure that the action plans are implemented on time.
• Produce required financial analysis for SCI management and stakeholders.
• Ensure finance related KPIs are met every month as per SCI guidance
• Act as a strong business partner for senior stakeholders providing guidance and advice and dealing with all FP&A related queries.
• Perform financial analysis for CO portfolio to ensure GAP of funding is well addressed with the concerned departments and with field offices and to propose coverage for each department.
• Preform analysis for cost allocation methodology (CAM) charges, identify potential implications on the existing awards, working with award team to develop cost recovery plans i.e., budget re-alignment where possible.
• Ensure every month staff SOF wise analysis is performed and staff planned is prepared.

Proposal Budgeting

• Develop and review proposals budget to ensure the eligibility and all relevant costs have been allocated properly to each award.

This would cover member/ donor specific requirements and CO strategics context are reflected.
• Work with Business Development , Technical Advisors and award team to develop award budgeting process including budget development and coordination process and with relevant departments.
• Ensure that all approved grants’ budget is entered in the financial management system within appropriate time frame, with necessary details so that donor reports can be retrieved efficiently and in line with donor reporting structure

People, strategy and capability

• Develop Budget Holders, finance personnel and field staff with mentoring and structured training and development to understand financial management, donor guidelines, compliance and SCI award management procedures
• Carry out regular visits to field offices, partners and project sites
• Contribute on award specific kick off meetings to educate BHs and partners on donor regulatory requirements, financial planning, reporting and analysis.
• Supervise, mentor, and develop staff capacity on their assigned tasks and preparing them for higher level responsibilities; provide opportunities and take actions accordingly.

Finance Transformation

• Design and develop simple and harmonised automated of processes for management decisions.
• Ensure effective implementation of key transformation projects, including the adoption of the new coding structure.

Other
• Ensure that audit recommendations are implemented as per donor rules and regulations
• Represents and coordinates both internal and external forum as required related to the award management matters.
• Contribute to country strategy and operational planning and reporting

QUALIFICATIONS

• Master’s in Accounting, Finance, MBA or Professional accountancy qualification.
SKILLS AND EXPERIENCE:

• Recommended 7 years managerial level experience in a corporate or an International Organization
• Excellent analytical skills-the ability to analyse complex financial data and design and produce effective management information
• Excellent experience of budgeting and budget management
• Excellent experience of computerised accounts packages, Excel, PowerPoint and Word
• Strong communication and interpersonal skills
• Ability to manage a complex and diverse workload and to work to tight deadlines
• Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
• Understanding of Save the Children’s vision and mission and a commitment to its values
• Written and verbal fluency in English
