JOB SUMMARY

 

JOB TITLE: Supply Chain Officer (beni suef) TEAM/PROGRAMME: Supply Chain LOCATION: Beni Suef field office GRADE: 4 TYPE OF CONTRACT: National Staff –Fixed term CHILD SAFEGUARDING: (select only one)

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The position holder will be responsible for handling and coordination of supply chain issues, mainly procurement, fleet, and assets activities in consistency with Save the Children policies and procedures, in between the HQ (Cairo) and Beni Suef field office and Partners.

SCOPE OF ROLE:

Reports to: solid line to Beni Suef Field manager and dotted line to Supply Chain Senior Manager.

Staff directly reporting to this post: N/A

Travel: possible travel to governorates around 50%.

KEY AREAS OF ACCOUNTABILITY:

Procurement:

· Follow Save the Children standard procurement practices and keeping records to fulfil audit trail standard.

· Conduct spot-checks visits to partner and NGOs, to perform audit missions on current tenders and processes.

· Supervise LV partners and guide them through the procurement processes conducted by them.

· Ensure SCI policies and procedures are well implemented and followed at partner processes.

· Submit monthly reports on partners’ status, performance and compliance according to pre-agreed criteria.

· Manage day-to-day operations with partners’ focal points and internal program operations staff.

· Provide partner team with advice and guidance required to ensure compliance.

· To ensure RFIs and RFQs are prepared with accurate information that can lead to accountable and fair competition among suppliers.

· Process SCI procurement processes in compliant to SCI procurement manual from PR till payment.

· .Keep track on deadline of delivery stipulated in each Contract/PO and that necessary reminder sent out to suppliers if the deadline is approaching and execute the purchase and delivery of appropriate supplies in a timely and cost effective manner.

· Keep track on payment process and communicate as necessary with suppliers regarding payment progress.

· Ensure necessary authorization / approvals are always obtained on all documents

· Ensure all documents are stored in the database accurately and in timely manner

· Participate in the development of price list, supplier database, prequalified vendor list, and market survey activities.

· Take cover tasks from other colleagues in the department in his or her absence

· Taking additional responsibilities or other tasks as assigned by line manager

QUALIFICATIONS AND EXPERIENCE

· Bachelor’s degree in relevant business field is required

· 3- 5 years of work experience in the field of procurement is required.

· Adequate skills on business management and/or ERP systems such as SAP, ARIBA etc.

· High computer skills on MS office programs especially MS Excel

· Experience with Child Rights and Child Rights Programming is desirable

· Highly developed interpersonal and communication skills including influencing, negotiation and coaching.

· Highly developed facilitation and capacity building skills.

· Good communication and writing skills in English language is required.

· Commitment to Save the Children’s values.
