TITLE: Project Manager REPORTS TO: Senior Program Manager LOCATION: Aswan GRADE: 2 CONTRACT LENGTH: one year

possibility of extension based on performance and budget availability

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people eitherfrequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Project Manager will manage one of the projects under SCI refugees and migrants’ portfolio running at Aswan.

The Project Manager will play a leading role in planning, coordinating, and monitoring the implementation of a multisectoral project including child protection, Mental health and psychosocial support (MHPSS), education in emergencies, cash assistance and livelihoods restoration activities. The project aims to provide services to refugee and migrants specially the Sudanese new arrivals in Aswan as part of the country office response Interventions.

The Project Manager will be responsible for the delivery of quality and timely results and for the coordination with relevant partners and stakeholders including the donor and governmental bodies.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Staff reporting to this post:

Direct: 1 Protection Officer, 1 Livelihood Officer, 1 MHPSS officer, 1 Education officer, 1 Cash assistance Coordinator and 1 project assistant

Indirect: 1 protection Coordinator, 1 livelihood coordinator, 1 education coordinator, 4 case workers,2 psychologists, and around 15 volunteers.

Location: Postholder will be based in Aswan with possibility of 50 % travel to the other SCI offices.

KEY AREAS OF ACCOUNTABILITY:

Project Planning & Implementation:

· Support in the development of project design and implementation to ensure that the project achieves concrete, measurable results that lead to positive changes in the lives of unaccompanied children;

· Lead and oversee the effective implementation of the project objectives according to plans, ensuring high quality and timely deliverables to fulfil our obligations to stakeholders at all levels;

· Ensure project resources are utilized in a timely manner;

· Ensure mainstreaming of SC Child Safeguarding policy in all the program activities;

· Ensure SCI policies and procedures are being adhered to and improve programme operational efficiency.

· Demonstrate leadership in relation SCI policies and practices.

Reporting:

· Compile concise quantitative and qualitative progress reports on a monthly/quarterly basis and as needed;

· Ensure developing timely and quality technical and financial reports as per the donor’s requirements against the agreed indicators;

· Ensure the accuracy of the project’s monitoring & evaluation indicators tracking plans, and develop additional monitoring & evaluation tools as necessary to monitor project’s progress with support from the Monitoring, Evaluation, Accountability and Learning (MEAL) team.

· Ensure that ongoing programme monitoring/learning feeds into the project design;

· Work with the MEAL team to ensure appropriate accountability and feedback mechanisms.

Staff Management and Development:

· Ensure appropriate staffing within the project and as the budget allows;

· Ensure that all staff understand their roles and are able to perform their responsibilities;

· Utilize the Performance Management System and define expectations of staff members,

Budget Management and Compliance:

· Responsible for the financial management of the project and assume budget holding responsibilities including: budget forecasting, tracking of expenditures and burn rate;

· Ensure expenditures are approved in accordance with the donor- agreed budget lines;

· Ensure that the grant and contract are managed in line with SCI’s and donor’s policies.

· Ensure donor regulations are communicated to all project staff and that all activities meet donor requirements financially and technically.

· Develop work plans and improvement plans as needed and provide technical support for staff development.

Coordination:

· Actively participate in the relevant working group taking place on monthly basis.

· Maintain effective coordination with the donor to ensure provision of timely services to targets beneficiaries.

· Collaborate actively with the Program Quality (PDQ) and MEAL teams; solicit advice and feedback and work with the teams during Program design, refine technical approaches, advocacy message development, lessons learned documentation, and MEAL planning;

· In coordination with the Senior Program Manager, maintain close communication and coordination with the designated SC Member for the project.

· Develop and foster relationships with partners and other actors to ensure continued support for SCI programmes and enlist their support and assistance in working towards achieving sustainable and replicable programme models.

QUALIFICATIONS AND EXPERIENCE

Essential

· Relevant University Degree.

· Six – seven years of prior experience working in a managerial position in the development/ humanitarian field.

· Proven history of project management including project design, planning, budgeting, implementation, monitoring, evaluation and administration; is a must

· Recognized management role in relevant technical areas at both field and country level

· Excellent planning, management and coordination skills, with the ability to organise a demanding workload comprised of diverse and challenging tasks and responsibilities

· Knowledge about refugees and migrants context, challenges and available services in Egypt

· Good analytical skills.

Effective negotiator, with the ability to positively influence cross departmental and cross sector working

· Proven training, capacity building, coaching, and mentoring skills

· Very strong attention to detail, problem solving skills, and ability to analyse trends

· Patient, adaptable, able to improvise, and communicate clearly and effectively under pressure

· Flexible and able to travel at short notice as needed

· Strong communication (written and spoken) in Arabic and English, and strong interpersonal skills, Cultural awareness and ability to build relationships quickly with a wide variety of people

· Computer literate (i.e.

Word, Excel, Outlook, Internet Explorer, financial systems)

· Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches

Desirable

· Solid experience in more than one of the Save the Children priority sectors: education, protection, and livelihoods

· Post graduate degree in a relevant field.
