Background

Centre of Excellence for Gender Equality

Established in Seoul in 2022 with support from the Ministry of Gender Equality and Family of the Republic of Korea, the UN Women Centre of Excellence for Gender Equality (the Centre) seeks to function as a ‘knowledge hub’ to facilitate research, education and training, sharing of innovations and lessons learned, networking, and development of multi-stakeholder partnerships for the achievement of gender equality in the Asia-Pacific region.

The Centre aims to contribute to operationalizing normative frameworks on gender equality and the empowerment of women, informing innovative approaches to achieving the Sustainable Development Goals (“SDGs”), transforming harmful social norms in the fast-changing and unique social landscape of Asia and the Pacific, and forging partnerships across sectors. The Centre’s working language is English, and it offers an international working environment, while Korean language skills are required for this particular consultancy, given the nature of the work involved.

In 2024, the Centre will prioritize four key thematic areas: Women’s Economic Empowerment, Ending Violence Against Women (EVAW), Climate Change and Women, Peace and Security.

Within each thematic area, the Centre will facilitate a diverse range of activities, including training sessions, policy discussions, and international forums to generate knowledge products. Additionally, the Centre will provide support for research initiatives and gender statistics. The Centre will actively incorporate a review of the 30-year implementation of the Beijing Platform for Action (BPFA) into its activities, aligning with the global priority of UN Women in 2024. The communication and partnership strategies of the Centre will focus on engaging with the media to amplify its activities.

The Centre aims to strengthen its partnerships with high-level representatives from the Government, Civil Society, International Organizations, and the diplomatic community. It will also foster collaborations with research and professional organizations in the Republic of Korea to enhance its impact and outreach.

For each thematic area, the Centre will organize various activities including training sessions, policy discussions, international forums, generate knowledge products, and support research. For the theme of EVAW, the Centre is looking for a consultant to provide technical support to develop an E-Learning Course “Crime Statistics from a Gender Perspective”.

Building on the success of the first course in 2020, the Centre, the Statistical Institute for Asia and the Pacific (SIAP) and the UNODC-KOSTAT Centre of Excellence for Statistics on Crime and Criminal Justice in Asia and the Pacific (CoE) are partnering to develop the course “Crime Statistics from a Gender Perspective 2024”.

The Centre requires a consultant to provide technical support to edit prior PowerPoint storyboards, adding new content to develop interactive e-learning slides, using the standard design already developed for the existing E-learning course.

Duties and Responsibilities

Objective of the consultancy

The objective of this consultancy is to produce e-learning slides on “Crime Statistics from a Gender Perspective” using Articulate Storyline software.

The slides will feature animations, voiceover, quizzes, a glossary, resources, and notes. This e-learning course will be used in future online training sessions organized by the Centre in partnership with SIAP and the UNODC-KOSTAT CoE.

Description of Responsibilities/ Scope of Work

The consultant is expected to produce e-learning interactive slides based on the standard design template and power point storyboards used for the e-learning course Crime Statistics from a Gender Perspective. The consultant will develop interactive content for two new modules (Module 5 – Statistical Framework for Measuring the Gender-related Killing of Women and Girls; Module 6-Technology Facilitated Violence Against Women) to be added to the existing course, with multimedia elements (text, images, videos, voice over, quizzes) based on the content developed and supplied by the Centre.

The digitized content must be designed in a Moodle compatible format in SCORM so it can be integrated seamlessly in the SIAP Learning Management System. The existing 4 module course “Crime Statistics from a Gender Perspective” is fully narrated; hence the narration should also be maintained n the new modules and any revisions to the 4 existing modules. The graphical style and design layout should also align with the style and design used in the existing modules.

Deliverables

E-learning interactive slides and source files for the course are produced and delivered by November 2024.

Required Skills and Experience

Education and Certification:

  • Master’s degree in graphic design or related field preferred.
  • A postgraduate degree in management science is an added advantage.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least one year of experience in developing e-learning materials that should include official statistics such as economic statistics and others preferably with an international organization.
  • Practical skills in the use of UI tools for graphic design, Articulate Storyline 2 & Articulate Storyline 3 and Captivate 9 Storyline to develop e-learning tools is a must.
  • Knowledge of design tools such as Photoshop CS5, Flash including sound editing tools such as Sound Forge is essential.Familiarity with some of the e-learning systems of the United Nations is an added advantage.
  • Both qualitative and quantitative research skills strongly desirable.

Languages:

  • Proficiency in English is required.
